Fifteenth the State Council education administrative departments in charge of national education, overall planning, coordination and management of national education.
The education administrative departments of local people's governments at or above the county level shall be in charge of education within their respective administrative areas.
Other relevant departments of the people's governments at or above the county level shall be responsible for relevant education work within their respective functions and duties.
Article 16 the State Council and local people's governments at or above the county level shall report the budgets and final accounts of education work and education funds to the people's congresses at the corresponding levels or their standing committees, and accept supervision.
