Measures for the implementation of free education for students in normal universities directly under the Ministry of Education

4. Free normal students sign an agreement with the provincial education administrative department where the school and students are located, and promise to engage in primary and secondary education for more than ten years after graduation. Free normal graduates who work in urban schools should first teach in rural compulsory education schools for two years. The state encourages free normal graduates to teach for a long time and for life.

Free normal graduates who fail to engage in primary and secondary education as agreed shall refund the free education fees they have enjoyed and pay liquidated damages. Provincial education administrative departments are responsible for performance management, and establish free credit files for normal students. If the agreement cannot be fulfilled due to special reasons, it shall be reported to the provincial education administrative department for approval.
