Legal basis: Notice of Jiangsu Provincial Department of Finance and Jiangsu Provincial Department of Education on adjusting and perfecting the relevant policies for the reform of rural compulsory education funding guarantee mechanism. On the basis of providing national curriculum textbooks to rural compulsory education students free of charge in the autumn semester of 2007, starting from the spring semester of 2008, textbooks will be provided free of charge to students in urban and rural compulsory education in the whole province (including students studying in public schools and private schools approved by the education administrative departments at or above the county level). The funds required for the free textbooks of national courses shall be borne by the central government, and the free textbooks of local courses shall be borne by the provincial finance. Free textbooks are purchased by the province, and the required funds are paid by the province. Our province will gradually establish a free textbook recycling system.
