Article 5 of the Road Traffic Safety Law of the People's Republic of China

The public security department of the State Council is responsible for the national road traffic safety management. The traffic administrative department of the public security organ of the local people's government at or above the county level shall be responsible for the management of road traffic safety within their respective administrative areas. The transportation and construction management departments of the people's governments at or above the county level shall be responsible for the relevant road traffic work in accordance with their respective responsibilities.

Article 6
