Regulations of Guizhou Province on Prevention and Treatment of Students' Personal Injury Accidents
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of the Education Law of the People's Republic of China and other laws and regulations in combination with the actual situation of this province in order to prevent and deal with personal injury accidents of students, safeguard the legitimate rights and interests of students and schools, and ensure the normal order of education and teaching. Article 2 These Regulations shall apply to the prevention and treatment of personal injury accidents among students within the administrative area of this province in school education and teaching activities or extracurricular activities organized by schools, as well as in school buildings, venues and other educational and teaching facilities and living facilities for which schools are responsible for management. Article 3 The prevention of students' personal injury accidents shall adhere to the principles of safety first, multi-party cooperation and joint responsibility. The handling of students' personal injury accidents should adhere to the principles of legality, openness and fairness, and be handled properly in a timely manner. Article 4 The people's governments at or above the county level shall strengthen the leadership over the prevention and control of students' personal injury accidents, establish a school safety management cooperation mechanism with the participation of relevant departments and units such as education, public security, judicial administration, health and family planning, quality and technical supervision, safety production supervision and food and drug supervision, and urge relevant departments to do a good job in the prevention and control of students' personal injury accidents.

The administrative department of education is responsible for the management of the prevention and treatment of personal injury accidents in schools and students, and do a good job in organization, coordination, guidance and supervision.

The township people's government, neighborhood offices (communities) and village (neighborhood) committees where the school is located shall assist the school and relevant departments to maintain the safe environment of the school and its surroundings, and do a good job in the prevention and handling of students' personal injury accidents. Fifth schools should strengthen safety management, establish and improve the safety management system, and perform the duties of safety education, management and protection for students according to law. The principal is the first person in charge of school safety work.

Schools, students and their parents or other guardians shall bear corresponding responsibilities in the prevention and treatment of personal injury accidents of school students according to law. Article 6 Social organizations, enterprises and institutions, as well as other organizations and individuals, should care about students' physical and mental health, support the prevention of students' personal injury accidents, and provide help for the handling of students' personal injury accidents.

The news media should strengthen the publicity of students' safety knowledge and laws and regulations, and create a good public opinion atmosphere for the prevention and treatment of students' personal injury accidents. Seventh people's governments at or above the county level shall ensure the investment in school safety management and set up a reserve for students' personal injury compensation. Measures for the administration of students' personal injury compensation reserve shall be formulated by the provincial people's government. Chapter II Prevention of Students' Personal Injury Accidents Article 8 The administrative department of education shall strengthen school safety and perform the following duties:

(1) Establish and improve the prevention mechanism for students' personal injury accidents;

(two) to formulate emergency plans for students' personal injury accidents, incorporate school safety work into school target management, and improve the assessment mechanism of school safety work;

(3) Organizing safety knowledge training;

(four) regularly organize the safety inspection of school buildings and other educational and teaching facilities and equipment;

(five) to urge the school to establish and implement the system and measures to prevent students' personal injury accidents;

(six) to guide and supervise the school to establish and improve the school bus safety management system, implement the school bus safety management responsibility, and organize the school to carry out traffic safety education;

(seven) to coordinate other relevant departments to do a good job in school safety management;

(eight) other duties as prescribed by laws and regulations. Article 9 Public security organs shall perform the following duties:

(a) to guide and supervise the school to do a good job in security work, strengthen the public security management of the school and its surrounding areas, and promptly stop and investigate illegal and criminal acts that endanger the personal safety of students;

(two) to guide and supervise the school to do a good job in fire control, supervise and inspect the performance of the school's statutory fire safety duties, and urge the school to standardize fire safety management and eliminate fire hazards;

(3) Strengthen the road traffic safety management around the school, set up traffic warning and speed limit signs on the road in front of the school according to law, and draw crosswalks in schools with complicated traffic sections to maintain the road traffic order during school hours and after school hours;

(four) to strengthen the safety management and supervision and inspection of school buses and drivers;

(five) to assist schools to carry out public security prevention, fire protection and traffic safety knowledge education. Article 10 Public security, transportation and other relevant departments and township (town) people's governments shall, according to their respective functions and duties, strengthen the safety management of vehicles, boats and other means of transport carrying students, ban unlicensed vehicles, boats and other means of transport that do not meet safety standards according to law, and promptly stop and investigate illegal acts such as speeding and overloading. Eleventh health and family planning administrative departments should strengthen the supervision and inspection of infectious diseases in schools, drinking water hygiene and safety, teaching and living environment hygiene and safety. The food and drug supervision and administration department shall supervise and inspect the food and drug safety situation in schools, strengthen the supervision and management of producers and operators who provide food and drugs for schools and students, and strengthen the guidance of food and drug safety education in schools. Article 12 The administrative departments of land resources and water resources shall assess the risks of geological disasters and floods in the school and its surrounding areas, and report to the local people's government in a timely manner if there are potential safety hazards such as geological disasters and floods, and carry out engineering treatment or take measures to move and avoid them. In case of emergency, the dangerous areas shall be demarcated in time, and obvious warning signs shall be set up at the boundaries of the dangerous areas and announced.

The managers of waters around the campus should do a good job in the construction and management of water safety protection facilities in accordance with the regulations, and obvious warning signs should be set up in dangerous areas.
