Article 1 The Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant laws, the relevant provisions of the Ministry of Education and the Hunan Provincial Department of Education, and the Articles of Association of Hunan University of Technology in order to better implement the requirements of the Ministry of Education to "run schools according to law", further standardize the enrollment work of full-time ordinary colleges and universities (hereinafter referred to as enrollment work) and ensure the smooth progress of enrollment work.
Article 2 School name: Hunan University of Technology, translated from English into Hunan University of Technology, with the national standard code of11535; Type of running a school: public; School address: Taishan West Road, Tianyuan District, Zhuzhou City, Hunan Province.
Article 3 The competent department of the school: Hunan Provincial People's Government. The school is a comprehensive university jointly established by the former State Administration for Industry and Commerce and the Hunan Provincial People's Government. It is located in Zhuzhou City, Hunan Province, a comprehensive reform experimental zone for the construction of "two-oriented society". It has a history of more than 60 years. In 2006, it was upgraded from Zhuzhou Institute of Technology to Hunan University of Technology with the approval of the Ministry of Education, and was rated as an excellent university in undergraduate teaching level evaluation by the Ministry of Education. It has formed a complete talent training system combining undergraduate, master's and doctoral degrees, and has the qualifications for recruiting students from Hong Kong, Macao and Taiwan and foreign students.
Article 4 Schools should fully implement the "sunshine project" for college enrollment, strictly implement the "ten publicity" system for enrollment information, strictly implement the "thirty prohibitions" enrollment ban of the Ministry of Education, adhere to the principle of "fairness, justice, openness and merit-based" enrollment, and select outstanding talents for the country and schools.
Article 5 The enrollment of ordinary undergraduate schools includes the training of rural high school teachers in ordinary classes, art classes, physical education classes, publicly-funded high schools in Hunan Province, counterparts in vocational high schools, high-level sports teams, sports training, martial arts and national traditional sports, national special events, local special events, high school classes in Xinjiang, preparatory classes for ethnic minorities in the mainland, counterpart orientation in Turpan, Xinjiang, single-row and Sino-foreign cooperative education projects in southern Xinjiang, students taking the secondary school diploma examination in Hong Kong, and students walking in Macao. The object of college enrollment is: ordinary college entrance examination students.
Chapter II Organizational Structure and Its Duties
Article 6 The school shall set up an enrollment committee composed of the principal, the vice-principal in charge, the secretary of the discipline inspection commission, the heads of relevant departments, student representatives and representatives of off-campus personnel, which shall be fully responsible for implementing the principles and policies of the Ministry of Education on enrollment, implementing the resolutions of the school party committee and administration on enrollment, and studying and formulating implementation measures for enrollment.
Article 7 The Admissions Committee is composed of a leading group for enrollment of special majors, an enrollment office (co-located with the Admissions and Employment Guidance Office and exercised by it, hereinafter referred to as the Admissions Office) and a supervision office, which are respectively responsible for the organization, implementation, supervision, inspection and supervision of enrollment work.
The recruitment office is the permanent body of the school enrollment Committee, and its main responsibilities are: organizing the investigation and research on the reform of enrollment work; Do a good job in the research and judgment of social talent demand and training; According to the school development plan, formulate the enrollment work plan, and prepare the enrollment plan according to the province and specialty; Publicize the construction and development of the school's school-running concept, school-running conditions, subject characteristics and professional connotation; Responsible for organizing the entrance examination for special types of work; Organize the implementation of freshman enrollment.
The supervision office is responsible for supervising the implementation of the policies and regulations of the entrance examination and safeguarding the legitimate rights and interests of the majority of candidates and schools.
Chapter III Enrollment Plan
Article 8 Zhaoban shall draw up an annual enrollment plan according to the school development plan, school conditions, talent demand and discipline development, and report it to the Hunan Provincial Department of Education for approval after being examined and approved by the school enrollment work committee or the principal's office meeting (or party committee).
Article 9 According to the enrollment plan issued by the Hunan Provincial Department of Education and the relevant enrollment policies of the state and higher authorities, the Admissions Office shall formulate the enrollment plan of the school by specialty and province, and report it to the Hunan Provincial Department of Education for approval after being examined and approved by the school enrollment work committee or the principal's office meeting (or party committee).
Article 10 The Admissions Office shall send (deliver) the enrollment plan approved by the education department to the admissions offices of colleges and universities in relevant provinces (municipalities directly under the Central Government and autonomous regions) within the specified time, and make it public.
Article 11 According to the relevant regulations of the Ministry of Education, the school takes 1% of the total enrollment plan as a reserved plan, which is used to adjust the imbalance of students in the unified examinations in various provinces (autonomous regions and municipalities directly under the Central Government) and solve the problem of enrolling candidates with the same score.
Chapter IV Admissions Staff
Article 12 The Admissions Committee shall select teachers and cadres who can strictly abide by the relevant national policies and regulations on enrollment to participate in enrollment publicity, examination and admission.
Thirteenth admissions staff must participate in the study and technical training of enrollment policies and regulations organized by the Admissions Office, and can only take up their posts after passing the examination. Admissions officers must have no immediate family members to participate in the college entrance examination that year and apply for our school.
Chapter V Discipline of Enrollment Work
Fourteenth admissions staff should strictly abide by the disciplinary requirements of "30 prohibitions" and "8 basic requirements" in college enrollment, and resolutely implement the enrollment work of the Ministry of Education. "Shall not violate the relevant provisions of the state on enrollment, shall not engage in malpractices for selfish ends, shall not practise fraud, shall not in any way affect or interfere with the normal enrollment order, shall not assist or participate in any illegal enrollment activities organized by intermediaries or individuals, shall not ask for or accept cash or securities from candidates and parents, and shall not, without authorization.
Fifteenth admissions staff should strictly abide by the confidentiality system, and shall not disclose matters that have not yet been decided or publicized in the examination and enrollment work.
Chapter VI Entrance Examination and Examination
Article 16 Except as explicitly stipulated by the Ministry of Education, all candidates must take the national unified entrance examination for ordinary colleges and universities.
Article 17 The Admissions Committee organizes candidates of high-level sports teams to conduct professional tests (except for the national unified examination items).
Chapter VII Admission Rules
Eighteenth schools according to the provinces (autonomous regions and municipalities directly under the central government) enrollment plan and candidates to determine the adjustment ratio. The transfer list of high-level sports teams shall be provided by the school to the college admissions office of the province (autonomous region or municipality directly under the Central Government) where the students are located according to the assessment.
Article 19 Unless otherwise specified, the first choice candidate will be given priority. If the first choice is not full, non-first choice candidates will be recruited according to the remaining professional plan.
Twentieth some schools try to recruit students in large categories, and the enrollment majors and plans announced in that year shall prevail.
Twenty-first schools do not set a difference in professional volunteers, and all majors take the "professional volunteers first" approach in the admission process. All majors in literature and history, those with high Chinese scores under the same conditions are preferred; Those with the same Chinese scores and high foreign language scores are preferred; Those with the same foreign language scores and high math scores are preferred; Major in science and engineering, with high math scores under the same conditions is preferred; Those with the same math scores and high foreign language scores are preferred; Foreign language scores are the same, and those with high Chinese scores are preferred. When candidates' professional volunteers can't be fully satisfied, they will be transferred to other majors according to their grades (the priority of transferring candidates is lower than other candidates), and those who don't obey professional transfers will be dismissed. The comprehensive quality evaluation of candidates shall be carried out in accordance with the relevant provisions of the Ministry of Education.
Accounting (ACCA innovation experimental class), financial engineering (CFA innovation experimental class) and visual communication design (Sino-foreign cooperative education) only accept volunteers and do not recruit candidates. Accounting (ACCA innovative experimental class): The core courses are taught in English and tested in English. In addition to the normal tuition, the ACCA course fee is 654.38+0 million yuan/year; Financial Engineering (CFA Innovation Experimental Class): The core courses are taught in English and tested in English. In the first three years of college, in addition to the normal tuition fees, CFA course fees are also charged 65,438+06,000 yuan/year.
Inner Mongolia Autonomous Region implements the admission rule of "queuing for admission according to professional volunteers within the enrollment plan 1: 1".
Twenty-second art candidates' professional examination results shall be subject to the unified examination results organized by the provincial (autonomous regions and municipalities directly under the Central Government) level enrollment examination departments where the students are located, and the school-level joint examination results shall be subject to the majors not involved in the provincial unified examination.
Candidates who apply for the majors of packaging design, visual communication design, product design, ceramic art design, environmental design, costume design, digital media art, musicology, musicology (non-directional), dance performance, drama, film and television literature, broadcasting and hosting art will obtain cultural and professional examination results in their provinces (autonomous regions and municipalities directly under the Central Government) according to the principle of "professional voluntary priority". According to the specific filing rules of the provinces (autonomous regions and municipalities directly under the Central Government) where the students are located, the students are selected from high to low in professional courses, and when the professional courses are the same, the students are selected from high to low in cultural courses.
Candidates who apply for the majors of art design and visual communication design (Sino-foreign cooperative education) will be adjusted according to the specific filing rules of the provinces (autonomous regions and municipalities directly under the Central Government) where the students are located, and selected according to the results of cultural courses from high to low. Visual Communication Design (Sino-foreign cooperation in running schools) only recruits volunteers, does not accept transfer candidates, and gives priority to candidates who apply for the first time.
Candidates who apply for ceramic design and technology in art colleges are selected according to the specific reporting rules of the provinces (autonomous regions and municipalities directly under the Central Government) where the candidates are located.
Musicology (Normal School) and Musicology (Normal School) (Non-directional) majors in Hunan Province are admitted according to the regulations of Hunan Province.
In the process of admission, art majors are admitted in the order of Chinese, foreign languages and mathematics scores under the same conditions.
Article 23 The professional test scores and cultural scores of high-level sports teams should meet the basic conditions stipulated by the state and the provinces (autonomous regions and municipalities directly under the Central Government) where students are located, and they also need to take professional tests in schools (except the national unified examination items) and meet the requirements. The admission method of high-level sports teams shall be implemented according to the relevant policies of the state and the school. The admission methods for sports majors (sports education, social sports guidance and management) are implemented according to the admission principles of the corresponding majors in the province where the students are located. Please refer to the enrollment brochure of that year for the admission methods of sports training, martial arts and traditional national sports.
Inner Mongolia Autonomous Region takes the scores of professional examinations as the ranking results of admission, and selects students according to the rule of "clearing professional volunteers".
Twenty-fourth unless otherwise stipulated in the enrollment plan, previous students and freshmen are treated equally, and there is no restriction on the proportion of men and women.
Twenty-fifth provincial and municipal candidates who implement the comprehensive reform of the college entrance examination must meet the requirements of the scope of professional elective subjects announced by the school. For specific requirements, please refer to the website of the provincial education examinations institute where the candidates are located.
Article 26 The policies and practices of the education departments of all provinces (autonomous regions and municipalities directly under the Central Government) shall be recognized in principle. On the basis of the actual total score of the college entrance examination and the reported professional volunteers, the candidates for quitting the file are determined according to the principle of "professional priority".
Twenty-seventh foreign language requirements: Visual Communication Design (Sino-foreign cooperative education) has a foreign language score of not less than 60, and the cooperative education partner of this major is an English-speaking country, which is not suitable for candidates from other languages to apply. Candidates in other languages who apply for the exam and are admitted cannot complete their studies according to the regulations shall be dealt with according to the relevant regulations on school registration management.
Twenty-eighth undergraduate professional ceramic art design, inorganic non-metallic material engineering, specialist professional ceramic design and technology, material engineering technology teaching in Liling teaching campus.
Twenty-ninth requirements for the health of candidates, in addition to the majors specifically indicated in the enrollment plan, shall be implemented in the Guiding Opinions on the Physical Examination of Enrollment in Colleges and Universities and related supplementary provisions.
Thirtieth new students, the school within 3 months to carry out different forms of review. Those who fail the second interview will be dealt with according to different situations until they are disqualified. Anyone caught cheating will be disqualified.
Chapter VIII Charging Standards and Others
Thirty-first schools follow the principle of territoriality and collect fees according to the charging standards approved by Hunan Provincial Price Bureau, Hunan Provincial Department of Finance and Hunan Provincial Department of Education.
Article 32 According to national regulations, students are required to pay tuition, accommodation and other related expenses (overseas Chinese, Hong Kong, Macao and Taiwan students' expenses are subject to relevant regulations).
Article 33 In order to ensure that every student does not drop out of school because of financial difficulties, the school has established a "six-in-one" reward and aid system to help students with financial difficulties successfully complete their studies.
Article 34 Most majors in the school teach Chinese and English, which is not suitable for candidates in languages other than English. Candidates in other languages who apply for the exam and are admitted, who cannot complete their studies according to the regulations, shall be dealt with according to the regulations on school registration management.

Article 36 After the promulgation of the Articles of Association, if the policies of the Ministry of Education and some provinces are adjusted, the school will formulate corresponding enrollment policies and announce them separately.
Article 37 The Articles of Association shall come into force as of the date of promulgation, and the school admissions office shall be responsible for the interpretation. In case of any conflict between the school's previous enrollment documents and the relevant provisions of the articles of association, the provisions of the articles of association shall prevail.
