In order to effectively strengthen the construction of rural teachers in our province, according to the spirit of the document "Notice on Printing and Distributing the Implementation Plan for the Training of General Teachers in Rural Primary Schools in Henan Province" compiled by the Provincial Department of Education, the Provincial Department of Finance and the Provincial Department of Human Resources and Social Security, combined with the reality of rural school teachers in our province, with the approval of the provincial government, it is decided to start implementing the training plan for local public-funded normal students in rural schools, and to implement the directional enrollment of local public-funded normal students in Henan Province in 2020. The relevant matters are hereby notified as follows:

First, the enrollment scale

The training plan of local public-funded normal students in our province is mainly divided into three categories: the first category is the local public-funded normal students in "rural schools"; The second category is "primary education and general medicine" local public-funded normal students; The third category is "special education" local public-funded normal students, collectively referred to as "local public-funded normal students in Henan Province".

Planning. According to the construction and development plan of teachers in our province and the demand of teachers in rural schools in relevant counties, the relevant departments of the province will make overall arrangements, rationally compile the enrollment scale of each port-related county, and select the corresponding universities for directional enrollment.

Plans and arrangements.

1.In 2020, our province plans to recruit 2000 local normal students at public expense from "rural schools" at the undergraduate level, which will be arranged by colleges and universities within the total scale of the general enrollment plan approved that year. All of them are normal students, and the plan category is local normal students at public expense. See annex 1 for the undergraduate enrollment plan and enrollment regional distribution.

2. In 2020, our province plans to recruit 1.900 students majoring in primary education at undergraduate level and 1.000 students majoring in primary education at junior college level, all of whom are normal students within the total scale of the general enrollment plan approved in that year, and the plan category is local normal students at public expense. Undergraduate and junior college enrollment plans and regional distribution are shown in Annexes 2 and 3.

3. The undergraduate program of special education in 2020 100 students are arranged by colleges and universities within the total scale of the general enrollment plan approved in that year, and they are normal students. The program category is local public-funded normal students. The enrollment plan is detailed in Annex 4.

Second, the enrollment institutions

The universities undertaking the undergraduate-level directional enrollment of local public-funded normal students in rural schools in 2020 are: Henan University, Henan Normal University, Xinyang Normal University, Luoyang Normal University and nanyang normal College.

Colleges and universities that undertake the task of undergraduate enrollment in primary education in 2020 include Xinyang Normal University, Luoyang Normal University, nanyang normal College, zhoukou normal university, Shangqiu Normal University, anyang normal College and Zhengzhou Normal University. Jiaozuo Normal University is the university that undertakes the task of directional enrollment at the junior college level in 2020.

Zhengzhou Normal University is the university that undertakes the task of directional enrollment of special education majors at the undergraduate level in 2020.

Third, the application conditions

Ordinary high school graduates who take part in the college entrance examination in 2020 need to have their own household registration in Shegang County in order to apply for the volunteers of local normal students at public expense in Henan Province.

Candidates are required to have good ideology and morality, love education, aspire to long-term teaching, and actively participate in rural education and special education.

Physical and mental health, with good physical and psychological quality, at the same time, it should comply with the relevant provisions of the national "Guiding Opinions on Enrollment Physical Examination of Ordinary Colleges and Universities" and "Physical Examination Standards for Applicants for Teacher Qualification in Henan Province", which can better meet the needs of education and teaching in rural schools and special schools.

Fourth, the way to apply for the exam

Ordinary high school graduates who apply for local public-funded normal students in Henan Province register, take exams and fill in their volunteers with the general college entrance examination in the province. According to the training plans of various Hong Kong-related counties, ordinary high school graduates with household registration in Hong Kong-related counties can apply for local public-funded normal students in Henan Province.

Verb (abbreviation of verb) admission method

Documents. Normal students in rural schools, elementary education, general education and special education at local public expense are arranged in undergraduate courses in advance, and junior college education is arranged in junior college in advance. According to the results of candidates and the enrollment plan of colleges and universities for Shegang County, the students are selected from high scores to low scores.

After pre-admission is pre-admitted, candidates must sign a letter of intent for directional employment signed and sealed by the admitted university with the admission notice. When signing up for school, you should report with the letter of admission and the letter of intent for targeted employment. If you don't sign a letter of intent for targeted employment, or don't report on time, it will be regarded as giving up the admission qualification of ordinary colleges and universities in that year.

Formal admission. According to the pre-admission list of students and the letter of intent for directional employment signed by students, the training institutions issue a formal tripartite agreement for directional training and employment. Students can register their school status and go through the formal admission formalities only after completing the tripartite agreement with the people's government of Shegang County for directional training and employment within one month of enrollment.

Relevant policies of intransitive verbs

After entering the school, the local normal students at public expense in Henan Province signed a formal employment agreement with the county-level people's government and training institutions, promising to work in rural schools, rural teaching points and special education schools for not less than six years after graduation.

During the students' training in school, the local public-funded normal students in "rural schools" are only exempt from tuition fees; Normal students in "general education" and "special education" are free of tuition and accommodation fees, and given a certain living allowance. Three types of local public-funded normal students in Henan Province also enjoy national scholarships and other related policies enjoyed by full-time students.

After graduation, students will be employed in accordance with the relevant provisions of the directional training employment agreement.

Seven. Related requirements

From the strategic height of comprehensively improving the overall quality of rural primary and secondary school teachers and promoting the balanced development of compulsory education, the education administrative departments of provinces, municipalities directly under the jurisdiction of the province, counties directly under the jurisdiction of the province and relevant universities should fully understand the great significance of implementing the directional enrollment of local normal students at public expense in Henan Province, earnestly strengthen organizational leadership, formulate work implementation plans, improve coordination mechanisms, strengthen work responsibilities, and ensure the smooth development of enrollment work.

The education administrative departments of each community and county should hold a special meeting of responsible comrades of ordinary high schools in the county, unify their thinking, and further publicize the significance of the policy of "targeted enrollment, targeted training and targeted employment" to supplement local primary and secondary school teachers; In order to ensure the quality of targeted recruitment of teachers, all social counties, especially ordinary high schools, should carefully guide candidates to fill in their volunteers in accordance with the requirements of the documents. At the same time, do a good job in signing the employment agreement after the pre-admission of students.

Relevant colleges and universities should take the initiative to connect with provincial cities and Hong Kong-related counties, actively cooperate with Hong Kong-related counties to go deep into ordinary high schools to do a good job in distributing publicity materials, interpreting enrollment policies, and counting candidates' information, and assist local education administrative departments to sign employment agreements.
