I am in the same situation as you. I graduated from Xiangtan, and my file went to Changsha, but I have to change my file after I am admitted to the civil service. I found my file. There are roughly the following situations:

1. The file is in Changsha Talent Exchange Service Center. You can log on to the homepage of Changsha Talent Network, click "File Account", /html/dahk/index.html, and check whether your file is in the file by name and ID number.

2. The file is in Changsha Graduate Employment Guidance Service Center. Enter "File Query" /chaxun/index.asp, and inquire whether the file is in the file by name, graduation year and school.

3. Log on to the Hunan Graduate Employment Network and click online query-file query /hnbys/file.do? M=loadFile3, find your file.

According to my experience, if you go back to your hometown, your file is most likely in No.2 Middle School, because it will generally be kept in the Graduate Employment Guidance Center under the local education bureau. That's where I found me.
