We should adhere to the principle of "who approves, who manages and who is responsible", and all preschool education institutions that pass the examination and approval of the administrative department of education should be under the centralized management of the education department. The education administrative department at the county level shall strengthen the supervision and management of preschool education institutions, clarify the management institutions and personnel, and establish a daily supervision and inspection system. Without approval, no unit or individual may build a new preschool education institution.
