After the junior college students in ordinary colleges and universities have completed the courses at the junior college level, according to the enrollment plan of the national ordinary colleges and universities and the enrollment plan of the national ordinary colleges and universities (the enrollment plan should be controlled within 5% of the total number of full-time ordinary college graduates in each province in that year);
