The objects of educational supervision are the relevant departments of the people's government at the same level, the people's governments at lower levels and their relevant departments, schools at all levels and other educational institutions (hereinafter referred to as schools) and their organizers. Article 3 Educational supervision must be based on the laws, regulations, rules and policies related to education, and adhere to the principles of combining supervision with supervision, seeking truth from facts, being objective and fair. Article 4 People's governments at or above the county level shall strengthen their leadership over educational supervision and provide necessary conditions for educational supervision. Fifth people's governments at or above the county level shall set up educational supervision institutions. The educational supervision institution is the educational administrative supervision institution of the people's government at the corresponding level, which performs the duties of educational supervision on behalf of the people's government at the corresponding level and its educational administrative department, and accepts the professional guidance of the educational supervision institution at a higher level. Article 6 Educational supervision institutions shall perform the following duties:
(a) overall planning, organization and implementation of education supervision work, formulate guidance documents and work system of education supervision;
(two) to supervise the implementation of education laws, regulations, rules and policies by the supervised object, make supervision conclusions, and put forward suggestions on rewards and punishments or other treatment suggestions;
(three) to supervise the popularization of compulsory education, eliminate illiteracy and consolidate and improve the work within their respective administrative areas;
(four) to supervise the implementation of quality education within their respective administrative areas;
(five) to supervise the direction, level and benefit of running a school;
(six) to participate in the organization and coordination of special education evaluation;
(seven) to investigate and study major issues in education, report and reflect the situation to the people's government at the corresponding level and its relevant departments and the education supervision institutions at the next higher level, and put forward opinions and suggestions;
(eight) to guide the work of educational supervision institutions at lower levels;
(nine) to perform other duties as prescribed by laws, regulations and rules or determined by the people's government at the corresponding level. Seventh education supervision institutions set up inspectors and invited inspectors.
Inspectors are nominated by educational supervision institutions at or above the county level and the administrative departments of education, and approved by the people's governments at the corresponding levels for appointment and issuance of inspectors' certificates.
Distinguished inspectors are recommended by the administrative departments of democratic parties and mass organizations such as finance, planning, personnel and supervision at or above the county level, and reported to the people's government at the same level for approval after being audited by educational supervision institutions and educational administrative departments at the same level.
The term of office of the Ombudsman and the invited Ombudsman is 3 years. Upon the expiration of his term of office, he may be re-elected after going through the approval procedures for re-election. If it is not suitable to continue to serve because of job transfer, physical condition, age and other reasons, the dismissal or dismissal procedures shall be handled. Article 8 special inspector shall meet the following conditions:
(a) familiar with the relevant education laws, regulations, principles and policies, with strong education and teaching management ability;
(two) abide by the law, be honest and self-disciplined, adhere to principles, have a decent style, dare to tell the truth, and act impartially;
(3) Being in good health;
(4) Having corresponding academic qualifications or professional titles and educational work experience;
1. provincial inspector: with bachelor degree or above or senior professional and technical title, with 10 years of educational work experience;
2. Local (state, city) inspectors: have a bachelor's degree or above or intermediate professional and technical titles, and have more than 8 years of educational work experience;
3. County (city, district) inspectors: with college education or intermediate professional and technical titles, with more than 7 years of educational experience.
Specially appointed inspectors should meet the above conditions, in which the length of education can be appropriately relaxed. Ninth inspectors (hereinafter referred to as invited inspectors) shall, under the organization of educational supervision institutions, earnestly perform the duties stipulated in Article 6 of these Provisions.
Inspectors should accept the laws, regulations, rules, principles and policies related to education, as well as professional training in education management and education supervision. Tenth inspectors in the performance of official duties, and supervision units have an interest, which may affect the normal work of education supervision, should be avoided. Eleventh inspectors in the education supervision, should produce the inspector certificate. Twelfth the basic form of education supervision is:
(1) Comprehensive supervision refers to comprehensive and systematic supervision activities;
(2) Special supervision refers to individual and local supervision activities;
(three) random supervision refers to the supervision activities carried out randomly according to actual needs. Thirteenth comprehensive supervision and special supervision shall be implemented in accordance with the following procedures:
(a) issued a supervision plan or supervision outline to the supervised object, and issued a Notice of Education Supervision;
(two) to guide the supervised object to conduct self-examination;
(three) to inspect or evaluate the supervised object;
(four) to inform the supervised object of the supervision results, put forward supervision opinions, and serve the supervision documents.
After receiving the notice of educational supervision, the supervised object shall conduct self-examination and self-assessment according to the requirements of supervision, and cooperate with educational supervision institutions and inspectors to carry out supervision work.
