Make overall plans to promote and build a highland for the development of vocational education. Taking the opportunity of the Ministry and the province to jointly build a highland for the innovation and development of national vocational education, we jointly issued the Opinions of the Jiangxi Provincial People's Government of the Ministry of Education on Promoting the Comprehensive Reform of Vocational Education in the whole province, refining 60 tasks and 95 specific measures, and establishing and improving the working mechanism of promotion, scheduling, docking and reward. A special class was set up for the highland construction of vocational education innovation and development. 42 departments, 1 1 districts and cities and 262 vocational schools in the province worked together to define the key points of reform and development, promote the construction of supporting policy systems and build a "four pillars and eight pillars" for the development of vocational education. Give full play to the advantages of the provincial coordination mechanism, issue a series of policy documents, explore the formation of 28 institutional innovations, and vigorously promote the implementation of various policy initiatives. It was selected as the first batch of pilot provinces in China to promote the new model of modern vocational education system reform.
Highlight the characteristics and improve the talent training system. The grading evaluation system of secondary vocational schools has been implemented, which provides scientific guidance for candidates to apply for exams and promotes schools to improve the quality of running schools. There are 365 A-level schools, 438+0, 37 B-level schools and 93 C-level schools. Vigorously promote the national and provincial "double high" construction, layout construction 10 provincial senior vocational schools and 50 dominant majors, of which 6 schools were selected as national "double high plan" construction units. Start the second round of provincial "double high plan" project and build 16 provincial senior vocational schools. Continue to expand the scale of vocational education at the undergraduate level. The undergraduate enrollment plan for vocational education is 1042 1, an increase of 69.45% over the previous year. Application-oriented undergraduate colleges are encouraged to build vocational education undergraduate majors, and 10 Application-oriented undergraduate schools offer 64 vocational education undergraduate majors. Vigorously promote the reform of long-term academic system personnel training mode, carry out integrated training of secondary and higher vocational colleges, and enroll more than 60 thousand students every year. In-depth implementation of the future craftsman training plan, focusing on provincial-level key industries such as aviation manufacturing, transportation, etc., offering "aviation-strong class", "transportation-strong class" and "tourism-strong class", implementing the dual tutorial system, and cultivating a group of high-quality innovative technical and technical talents with new engineering concepts for the cross-integration of related industries and meeting the needs of industrial transformation and development. Accelerate the reform of the "College Entrance Examination for Vocational Education", formulate and improve the reform plan, select and organize 32 lead units, and build vocational skills testing standards, examination resource standards and related examination resources around 20 categories to promote the integrated and coordinated development of vocational education.
Integration of production and education to promote school-enterprise cooperation in running schools. We will improve the incentive mechanism for school-enterprise cooperation, identify 95 enterprises in two batches of 10 industries together with the provincial development and reform commission as provincial-level enterprises with integration of production and education, give "finance+finance+land+credit" combined incentives to qualified enterprises, and reduce the tax of enterprises with integration of production and education by more than 2 million yuan. Policy documents supporting school-enterprise cooperation, such as Understanding Document on Preferential Tax Policies for Vocational Education and Guiding Opinions on Promoting Mixed Ownership in Vocational Colleges (Trial), have been issued one after another, encouraging vocational schools and enterprises to actively explore new modes of school-enterprise cooperation. Around the province's "2+6+N" key development industries, 14 key industrial chains and areas where people's livelihood is in short supply, the first batch of 22 provincial-level regional public training bases for vocational education during the Tenth Five-Year Plan period were selected and established, and efforts were made to build a platform for school-enterprise cooperation. At present, 22 substantive vocational education groups have been established, of which 8 have been selected as national demonstration training units.
Strive for first-class and build a national demonstration base. We will build a national virtual simulation demonstration training base for vocational education with high standards, strengthen the virtual simulation practice teaching platform, curriculum construction and textbook construction around the training of technical and technical talents such as advanced manufacturing, modern service industry, strategic emerging industries and modern agriculture, and provide public service resources and platforms for virtual simulation practice training for teachers and students of relevant majors in vocational colleges inside and outside the province. We have improved the training course system, completed the script development of the course system and the VR training course reform of 25 majors in eight categories, such as equipment manufacturing and transportation, explored the application of new generation information technology such as virtual simulation to make up for the shortcomings of traditional training, and timely incorporated new technologies and norms of enterprises into practical teaching, which greatly reduced the cost of upgrading school teaching equipment, improved the efficiency of skills training for technical and skilled personnel, made skilled personnel closer to new technologies and new processes, better adapted to the needs of enterprises, and continuously improved the matching degree of personnel training.
Improve quality and serve economic and social development. Start the construction of provincial vocational education-industrial talent supply and demand data platform, stimulate the new kinetic energy of vocational education reform and development with digital transformation, and improve the fit between professional structure and industrial demand. Optimize the professional layout of vocational schools and set up 740 majors, covering all industrial fields in the province. The number of secondary vocational schools, higher vocational schools and vocational education undergraduate courses reached 2,074, 2 130 and 283 respectively, and the enrollment increased by more than 20,000 people year-on-year, constantly enhancing the supporting role of vocational education in industrial transformation and upgrading. Focus on supporting the development of agricultural vocational schools. In the past three years, 6,000 high-quality peasant students have been recruited and trained every year, and the financial department has fully borne the tuition fees and actively served the rural revitalization strategy. Improve the incentive mechanism for vocational schools to serve the society. For vocational schools that cooperate with enterprises, provide technical services, provide social training and run their own enterprises, the net income can be increased by 60% alone, and teachers who participate in projects and make contributions can be rewarded with performance pay, so as to further enhance teachers' enthusiasm, initiative and creativity and improve the contribution of vocational education to economic and social development.
