Luoyang, referred to as "Luo" for short, was called "Luoyi" in ancient times. It is a prefecture-level city under the jurisdiction of Henan Province, a national historical and cultural city, a national regional central city and a sub-central city of the Central Plains urban agglomeration. It governs 7 counties and 7 districts, with a total area of 15230 square kilometers, including 2274 square kilometers in the urban area. Luoyang is located in the west of Henan Province, across the north and south banks of the middle and lower reaches of the Yellow River, with Zhengzhou in the east, Sanmenxia in the west, Pingdingshan and Nanyang in the south and Jiyuan and Jiaozuo in the north. By the end of 20021,the permanent population of Luoyang was 7.069 million.

Luoyang, with a history of more than 5,000 years of civilization, 4,000 years of city building and 1500 years of capital building, is one of the birthplaces of Chinese civilization, the eastern starting point of the Silk Road and the center of the Sui and Tang Grand Canal. In history, 13 dynasties established their capitals here, making it the earliest, longest and most dynastic city in China. There are five major capital sites in Luoyang, including Erlitou Site, Yanshi Mall Site, Eastern Zhou Wangcheng Site, Luoyang City Site in Han and Wei Dynasties, Luoyang City Site in Sui and Tang Dynasties, Longmen Grottoes, China Grand Canal (Huiluocang and Hanjiacang Sites), Silk Road (Han and Wei Ancient City, Dingdingmen Site in Luoyang City in Sui and Tang Dynasties, Hanguguan Site in Xin 'an), and three world cultural heritages. At the end of 20 19, there were 82 A-level scenic spots in Luoyang, including 30 scenic spots above 4A level. Luoyang has Chinese Luoyang Peony Culture Festival, Heluo Cultural Tourism Festival and other festivals. Luoyang was awarded the title of excellent tourist city, national garden city, national sanitary city and national civilized city in China.
