All localities should further strengthen the responsibility of the local government, incorporate compulsory education for migrant children into the scope of urban development planning and financial security, persist in being proactive, pragmatic and steadily advancing, adapt to the requirements of household registration system reform, establish a policy of enrolling migrant children with residence permits, effectively simplify and optimize the enrollment process and accreditation requirements for migrant children, and provide convenient services to ensure that migrant children receive compulsory education on an equal footing according to law. Using the data of the national information management system for primary and secondary school students, we will promote the "two exemptions and one subsidy" funds and the benchmark fixed funds for public funds per student to be portable with the flow of students. We must adhere to the arrangement of letting the children who move with us go to public schools. Those with insufficient degrees in public schools can attend inclusive private schools through government purchase services. Realize mixed class placement and unified management, and promote the integration of migrant children into schools and communities. Public and private schools are not allowed to charge any fees different from those of students with local household registration. In megacities and places where migrant children are particularly concentrated, specific measures for the enrollment of migrant children can be formulated according to the actual situation.
