Regulations of Heilongjiang Province on Vocational Education (revised in 2005)
Article 1 In order to implement the strategy of rejuvenating the province through science and education, develop vocational education, improve the quality of workers and meet the needs of modernization, these Regulations are formulated in accordance with the Vocational Education Law of People's Republic of China (PRC) and the actual situation of this province. Article 2 These Regulations shall apply to all kinds of vocational school education and various forms of vocational training within the administrative area of this province, except as otherwise provided by laws and regulations.

Vocational school education as mentioned in these Regulations refers to academic vocational education, including primary, secondary and higher vocational school education.

Vocational training as mentioned in these Regulations refers to non-academic vocational education approved by the administrative department of education, labor and social security, including pre-job training, apprenticeship training, on-the-job training, job-transfer training, job-transfer training, vocational skills and other vocational training. Article 3 Vocational education should combine production with education, give full play to the role of vocational schools at all levels, carry out multi-level vocational training, and cultivate skilled workers and practical talents with certain professional skills. Article 4 Establish and improve the vocational education system and system, which focuses on the diversion of education at different stages after junior high school, the connection of primary, secondary and higher vocational education, the synchronous development of vocational school education and vocational training, and the coordinated development with other education. Primary vocational education takes the implementation of township (town) comprehensive middle schools as the main form, secondary vocational education takes demonstration secondary vocational schools at or above the county level as the backbone, and higher vocational education focuses on independent higher vocational colleges. Article 5 People's governments at all levels shall exercise unified leadership over vocational education within their respective administrative areas, and put vocational education in the same important position as general education, and bring it into the economic and social development plan of their respective regions.

Industry organizations, enterprises and institutions shall fulfill their obligations to implement vocational education according to law. Article 6 The administrative department of education shall be responsible for the overall planning, comprehensive coordination and macro-management of vocational education within its administrative area, and supervise and inspect the implementation of relevant laws and regulations on vocational education.

The relevant administrative departments of education, labor and social security shall be responsible for relevant vocational education within the scope of their respective duties.

The competent departments of agricultural reclamation and forest industry are responsible for the vocational education within their own systems, and accept the guidance of the provincial education administrative departments in business. Article 7 Trade organizations shall organize, coordinate and guide vocational education in their own industries, formulate development plans and organize their implementation. Article 8 All kinds of enterprises shall formulate and organize the implementation of their own vocational education plans and annual plans, provide vocational education to their employees and persons to be hired, support and support their vocational schools and vocational training institutions to carry out infrastructure construction that is suitable for their tasks, and improve the conditions for running schools. People's governments at all levels and relevant administrative departments shall encourage enterprises, institutions, social organizations and individual citizens to set up vocational schools and vocational training institutions, and give guidance and support. Article 10 The establishment of vocational schools and vocational training institutions shall meet the statutory conditions and the overall planning of vocational education in this region.

The establishment, alteration and termination of vocational schools and vocational training institutions shall be handled in accordance with the relevant provisions of the state and the province. Without approval, no unit or individual may hold it.

Overseas organizations and individuals set up vocational schools or vocational training institutions in this province, in accordance with the relevant provisions of the state. Article 11 The establishment of a vocational school shall meet the following basic conditions:

(a) a sound school management organization and qualified school articles of association;

(2) Having school buildings, facilities and equipment that meet the school setting standards and meet the needs of education and teaching;

(3) There are experimental, internship and training bases and professional laboratories inside and outside the school that can meet the requirements of cultivating students' corresponding professional skills and posts;

(four) teachers should have the qualifications stipulated by the state, and the teaching staff is relatively stable and reasonable in structure;

(five) a stable source of funds.

The establishment of vocational training institutions shall be carried out in accordance with the conditions for the establishment of vocational schools. Twelfth county (city) people's government should run a model secondary vocational school to serve agriculture, rural areas and farmers.

The township (town) people's government should run a township (town) comprehensive middle school integrating general education, vocational education and adult education on the basis of existing educational resources, so that it can become the carrier of the combination of agriculture and education in the township (town) together with the departments of science and technology and agriculture. Thirteenth higher vocational schools are managed by the provincial people's government. According to the standards formulated by higher vocational schools, the existing educational resources are used to organize the implementation. Article 14 Higher vocational schools can recruit students in various ways and gradually expand the proportion of graduates from secondary vocational schools. Fifteenth graduates of higher vocational schools can enter the undergraduate stage of ordinary colleges and universities to continue their studies after passing the examination. Article 16 Higher vocational schools should, according to the needs of economic and social development, train applied and skilled professionals in advanced technology and management. Seventeenth industry organizations, enterprises and institutions may, according to their own characteristics and conditions, organize, jointly organize or entrust vocational schools and vocational training institutions to implement vocational education.

Joint education or entrusted education, should sign a contract, clear funds, teachers, facilities, professional settings, teaching management and graduates for the record (employment) and other content.
