On the contrary, high-income groups have high income security, high accumulation of provident fund, and high willingness to live and invest in housing. The' low loan' preferential conditions can obtain housing loans at a lower cost, which increases the motivation for high-income groups to buy houses. " Li Tie said that this system caused low-income people to subsidize high-income people in the opposite direction, which caused unfairness and was not conducive to narrowing the gap between the rich and the poor.
Li Tie suggested that canceling the establishment of housing provident fund management institutions to reduce operating costs can make use of the professional advantages of commercial banks in the financial field to reduce capital risks. "Based on the fact that the housing provident fund system has a very limited effect on individual housing purchase, it is suggested to follow the example of Hong Kong and change the part paid by the unit to' honesty and law-abiding deposit'." Li Tie said, it can be set that after a citizen officially retires, if it is found that there is no illegal or criminal act after examination, he will be paid in a lump sum according to a certain multiple of the amount paid, such as two or three times. If there are illegal and criminal acts, the "integrity and law-abiding deposit" will be cancelled. This is conducive to encouraging citizens to abide by the law in their lifetime, civil servants to be honest and clean, raising the cost of illegal crimes, increasing the welfare benefits for citizens to retire and provide for the elderly, and creating better material conditions for citizens to enjoy their old age.
