That is, through the teaching and activities of physical education and art education in and out of class organized by the school, each student can learn at least two sports skills and one artistic specialty, laying a good foundation for students' lifelong development.

It is understood that the purpose of this project is to implement the requirements of the Outline of the National Medium-and Long-term Education Reform and Development Plan (20 10-2020) on "persisting in all-round development, comprehensively strengthening and improving moral education, intellectual education, physical education and aesthetic education", comprehensively implementing quality education, organizing the majority of primary and secondary school students to participate in scientific, healthy and vivid sports art activities, improving their sports ability and artistic accomplishment, and promoting students.

The circular requires that local schools should offer music, physical education and art courses, take classroom teaching as the main channel, incorporate the related content of "Physical Education and Art 2+ 1 Project" into the teaching plan, innovate the teaching content, carry out teaching reform and improve the teaching level.

The circular pointed out that local education administrative departments should guide primary and secondary schools to choose sports art projects, and study and formulate accreditation standards and implementation methods. According to the conditions of teachers, teaching equipment, sports tradition and artistic characteristics, all primary and secondary schools should determine sports art projects that meet the actual situation of the school and the characteristics of students' physical and mental development for students to learn and choose to meet the needs of students' personality development. The identification standard and evaluation method of "Sports Art 2+ 1 Project" should be simple and feasible, which is conducive to encouraging all students to actively participate in activities.
