Compulsory education is an education that all school-age children and adolescents should receive under the unified implementation of the state, and it is a public welfare undertaking that the people's governments at all levels in Autonomous Prefecture should guarantee.
Compulsory education is free of tuition and fees and textbooks are provided free of charge. Article 4 Compulsory education should fully implement the national education policy, adhere to the principle of educating people, give priority to moral education, implement quality education, improve the quality of education, and run a satisfactory education for the people. Article 5 The people's governments of autonomous prefectures and counties shall give priority to the development of compulsory education, incorporate the development plan of compulsory education into the overall plan of national economic and social development, take active measures, rationally allocate educational resources, continuously improve the conditions for running schools, and promote the balanced development of compulsory education.
The people's governments of autonomous prefectures and counties shall actively strive for and encourage economically developed areas outside the state to support the implementation of compulsory education within their respective jurisdictions and narrow the regional gap. Article 6 Compulsory education within the jurisdiction of the Autonomous Prefecture shall be managed by the people's government of the Autonomous Prefecture as a whole, with the people's government at the county level as the mainstay. The education administrative department of the people's government at or above the county level shall be specifically responsible for the implementation of compulsory education, and other relevant departments shall be responsible for the implementation of compulsory education within their respective functions and duties. Article 7 Autonomous Prefecture shall take special measures suitable for the reality of ethnic minority areas, such as developing boarding education for ethnic minorities and implementing bilingual teaching, to ensure the implementation of compulsory education in ethnic minority areas. Eighth Autonomous Prefecture should pay attention to special education, and ensure that school-age children and adolescents with vision, hearing, language and intellectual disabilities receive compulsory education. Article 9 No organization or individual may use religion or other forms to hinder the implementation of compulsory education, and school-age children and adolescents receiving compulsory education are not allowed to enter monasteries and nuns. Article 10 The people's governments of autonomous prefectures and counties shall commend and reward the units, social organizations and individuals that have made outstanding contributions in the implementation of compulsory education. Chapter II Students Article 11 All children who have reached the age of six shall be sent to school by their parents or legal guardians to receive and complete compulsory education. School-age children in remote rural pastoral areas can be postponed to seven to eight years old. School-age children with vision, hearing, language, intelligence and other disabilities may be appropriately postponed upon approval. The scope of extension of enrollment in remote rural and pastoral areas shall be proposed by the county-level education administrative department and reported to the state education administrative department for examination and approval. Twelfth school-age children and adolescents need to postpone their enrollment or drop out of school because of their physical condition, and their parents or other legal guardians shall submit a written application, which shall be audited by the local township (town) people's government and reported to the county-level education administrative department for approval. After the reasons for delaying admission or dropping out of school disappear, their guardians shall send them to school in time. Article 13 The people's governments of autonomous prefectures and counties shall ensure that every school-age child and teenager can enter the nearest school without examination at the school where the household registration is located. Schools shall not take or take examinations, tests, interviews and other forms to select students, and shall not take the results, awards and certificates of various examinations or competitions as the admission conditions and the basis for arranging classes. Article 14 The people's governments of autonomous prefectures and counties shall formulate corresponding policies and measures to guarantee the children of migrant workers' equal right to receive compulsory education within their respective jurisdictions; Guarantee the rights of children of migrant workers, left-behind children in rural areas and children of military personnel to receive compulsory education. The local people's governments should provide equal conditions for them to receive compulsory education. Fifteenth people's governments of autonomous prefectures and counties shall establish working mechanisms and assessment methods to control dropout, prevent school-age children and adolescents from dropping out of school, and ensure their completion of compulsory education.
Township people's governments are specifically responsible for mobilizing and organizing school-age children and adolescents to enter school. Village (neighborhood) committees assist the government to do a good job and urge school-age children and adolescents to enter school. Chapter III Schools Article 16 Compulsory education within the jurisdiction of autonomous prefectures shall be organized and implemented by the people's governments of autonomous prefectures and counties. The establishment of primary schools and rural nine-year compulsory education schools shall be reported to the people's government at the same level for approval by the education administrative department at the county level; The establishment of junior middle schools in towns where county-level governments are located shall be approved by the people's governments at the county level and reported to the people's governments of autonomous prefectures for approval. Seventeenth people's governments at the county level shall, according to the number and distribution of school-age children and adolescents living in their respective administrative areas, and in accordance with the relevant provisions of the state and autonomous prefectures, scientifically and rationally allocate educational resources in their respective regions, and adjust and implement school layout planning.
The county people's government shall set up boarding schools as needed to ensure that school-age children and adolescents living in scattered places receive compulsory education.
Newly built residential areas and pastoral areas need to set up schools, which should be planned and built simultaneously. Article 18 The construction of schools shall conform to the local urban and rural planning and the standards for running schools stipulated by the state, and the construction of sports venues, laboratories, art and sports equipment, teaching instruments, books and modern educational technology equipment and facilities shall meet the needs of education and teaching.
