All provinces, autonomous regions and municipalities directly under the central government are required to determine the steps to implement compulsory education according to the economic and cultural development of their respective regions.

The law came into effect on July 1 day of the same year. This is the most important education law since the founding of People's Republic of China (PRC), which indicates that China's compulsory education system has been established.
