(3) Responsible for promoting employment. Formulate plans and policies for coordinating urban and rural employment development, improve the public employment service system, formulate and organize the implementation of entrepreneurship and employment assistance systems, improve the vocational qualification system, co-ordinate the establishment of a vocational training system for urban and rural workers, take the lead in implementing the employment policy for college graduates, and implement training incentive policies for highly skilled talents and rural practical talents in conjunction with relevant departments.
(4) Coordinate the establishment of a social security system covering urban and rural areas. Implement the policies and standards of social insurance and supplementary insurance for urban and rural residents in the city, implement the unified national social insurance relationship renewal method, implement the basic old-age insurance policy for government agencies and institutions, and gradually improve the level of overall funds. In conjunction with relevant departments, formulate measures for the management and supervision of social insurance and its supplementary insurance funds, prepare the draft budget and final accounts of the city's social insurance funds, and participate in the formulation of the city's social security fund investment policies.
(five) responsible for employment, unemployment, social insurance fund prediction and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of social insurance funds.
(VI) Implement the wage income distribution policy for staff of government agencies and institutions and the wage income distribution control policy for employees of enterprises, establish the normal wage growth and payment guarantee mechanism for staff of government agencies, enterprises and institutions, and implement the welfare and related retirement policies for staff of government agencies, enterprises and institutions.
(VII) Guide the personnel system reform of public institutions in conjunction with relevant departments, formulate personnel management policies for public institutions and national civil servants, participate in personnel management, implement policies on professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, improve the postdoctoral management system, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract experts and overseas students to work or settle in Guangzhou.
(8) To implement the resettlement policy for demobilized military cadres, draw up the resettlement plan for demobilized military cadres, be responsible for the education and training of demobilized military cadres, implement the policy of enterprises to solve difficulties and stabilize demobilized military cadres, and be responsible for the management and service of demobilized military cadres who choose their own jobs.
(nine) to implement the national laws, regulations, rules and policies on the classification, employment, assessment, reward and punishment, appointment and dismissal, communication, training and dismissal of civil servants; Specific measures for the implementation of staff management and civil service appointment system management in public institutions with reference to the Civil Service Law; Responsible for the comprehensive management of civil servants in administrative organs, and implement relevant personnel deployment policies and special personnel placement policies.

(17) Make overall plans to formulate the mediation and arbitration system of labor and personnel disputes and labor relations policies, improve the coordination mechanism of labor relations, formulate policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers, organize the implementation of labor inspection, coordinate the work of safeguarding workers' rights, and investigate and deal with major cases according to law.
(eighteen) responsible for the introduction of foreign talents and intelligence and international exchanges and cooperation in the field of human resources and social security, responsible for related foreign-related business and technical cooperation and talent exchange, and responsible for training abroad.
(nineteen) to undertake the relevant administrative examination and approval items announced by the municipal government.
(twenty) to undertake other tasks assigned by the municipal government.
