When will the new vocational education law take effect?
The 34th meeting of the 13th the NPC Standing Committee adopted the newly revised Vocational Education Law on April 20th, which will be implemented on May 1 2022.

This is the first revision of the Vocational Education Law in 26 years.

The new vocational education law consists of eight chapters and sixty-nine articles, which makes it clear that vocational education is as important as general education. Efforts should be made to strengthen the recognition of vocational education, deepen the integration of production and education, school-enterprise cooperation, improve the guarantee system and measures of vocational education, and better promote the high-quality development of vocational education.

Article 1 This Law is formulated in accordance with the Constitution in order to promote the high-quality development of vocational education, improve the quality and skills of workers, promote employment and entrepreneurship, build a powerful country in education, human resources and a skilled society, and promote socialist modernization.

Article 2 The term "vocational education" as mentioned in this Law refers to the education implemented for the purpose of cultivating high-quality technical and skilled personnel and enabling the educated to have comprehensive professional qualities and action abilities such as professional ethics, scientific culture, professional knowledge and technical skills required for engaging in a certain profession or realizing professional development, including vocational school education and vocational training.

The specialized training provided by organs and institutions to their staff shall be stipulated separately by laws and administrative regulations.

Article 3 Vocational education is an equally important type of education as general education, an important part of the national education system and human resources development, and an important way to cultivate diversified talents, inherit skills and promote employment and entrepreneurship.

The state vigorously develops vocational education, promotes vocational education reform, improves the quality of vocational education, enhances its adaptability, establishes and improves a vocational education system that meets the needs of socialist market economy and social development and conforms to the law of the growth of technical and skilled personnel, and provides strong talent and skill support for building a socialist modern country in an all-round way.

Article 4 Vocational education must adhere to the national leadership, the socialist direction of running schools, the national education policy, have both ability and political integrity, combine production with education, cooperate with schools and enterprises, face the market, promote employment, face practice, strengthen ability, face the whole population and teach students in accordance with their aptitude.

The implementation of vocational education should carry forward the socialist core values, carry out ideological and political education and professional ethics education for the educated, cultivate the spirit of model workers, laborers and craftsmen, impart scientific culture and professional knowledge, cultivate technical skills, provide vocational guidance and comprehensively improve the quality of the educated.
