Government project agent construction refers to the system that the government chooses a professional project management unit (hereinafter referred to as agent construction unit) to be responsible for the investment management, construction organization and implementation of the project, and deliver it to use after the project is completed. During the period of agent construction, the agent construction unit acts as the investor of the project construction as agreed in the contract, and the relevant administrative departments shall keep the examination and approval procedures for the construction projects under the agent construction system unchanged.

After some government projects were approved, the department was unable to manage the project construction, so it entrusted the projects to qualified and capable units for construction. After the construction is completed and accepted, the construction will be carried out directly. The entrusted unit is the agent construction unit.

Generally speaking, the scope of agent construction is wider than that of construction supervision, including construction, design and even feasibility study. As a construction agent, the agent plays a leading role in the overall management of the construction contract within the project management scope agreed in the construction contract. Except for major project decisions, general management and project decisions are made by the agent. However, the project owner only sent a small number of personnel to the project site to collect construction information and track and supervise the implementation of the project.

An agent shall meet the following basic requirements:

The agent is an economic entity with legal personality, self-financing and independent performance ability.

(2) The agent shall have the qualifications of engineering design, supervision, engineering consultation, engineering cost consultation, bidding agency or general construction contract. Qualification requirements are generally determined according to the specific conditions of the project, but the minimum requirements in the above-mentioned agent construction management measures are engineering design qualification, supervision qualification, engineering consulting qualification, engineering cost consulting qualification, or above Grade B (including Grade B) bidding agency qualification, or above Grade II (including Grade II) construction general contracting qualification.

(3) The agent should have the organizational structure, project management system and project management ability suitable for the construction management of similar projects.

(4) The agent shall have professionals in technology, cost, finance, management and other aspects that are suitable for the project construction scale and technical requirements, and have management experience in similar projects.

⑤ The agent should have assets, financial strength and risk-taking ability suitable for the project.

Ninth construction units shall start construction within three months from the date of receiving the construction permit. If the project cannot be started on schedule for some reason, it shall apply to the issuing authority for an extension; The extension is limited to two times, each time not exceeding three months. If the project has not started and has not applied for extension or exceeded the extension period, the construction permit will be automatically abolished.

Article 10 If the construction of a construction project under construction is suspended for any reason, the construction unit shall report to the issuing authority within one month from the date of suspension, and do a good job in the maintenance and management of the construction project in accordance with the regulations. When the construction project resumes work, it shall report to the issuing authority; Before the project is suspended for one year, the construction unit shall declare and verify the construction permit to the issuing authority.

If the project cannot be started on schedule for more than six months, it shall go through the formalities for examination and approval of the commencement report again.
