Article 2 These Provisions shall apply to the continuing education of in-service teachers in primary and secondary schools organized by the state and social forces.

Article 3 The continuing education of primary and secondary school teachers refers to the training of in-service primary and secondary school teachers who have obtained the qualifications of teachers, so as to improve their ideological, political and professional qualities.

Article 4 It is the right and obligation of primary and secondary school teachers to participate in continuing education.

Content and category

Eighth primary and secondary school teachers' continuing education should focus on improving teachers' ability and level of implementing quality education. The contents of continuing education for primary and secondary school teachers mainly include: ideological and political education and moral cultivation; Professional knowledge and its renewal and expansion; Modern educational theory and practice; Educational scientific research; Education and teaching skills training and modern educational technology; Modern science and technology and knowledge of humanities and social sciences.

Twelfth teachers' continuing education colleges and teachers' colleges at all levels shall, under the leadership of the administrative department of education, implement the education and teaching of continuing education for primary and secondary school teachers. Primary and secondary schools should arrange teachers to participate in continuing education in a planned way, and organize various forms of training in the school. Comprehensive colleges, non-normal colleges and other educational institutions may participate in the continuing education of primary and secondary school teachers with the approval of the administrative department of education. Conditional guarantee

Article 14 The education administrative departments of local people's governments at all levels shall ensure the investment in primary and secondary school teacher training institutions in accordance with the standards for running schools prescribed by the state.

Fifteenth education administrative departments of local people's governments at all levels should strengthen the construction of teachers in primary and secondary school teacher training institutions.

Sixteenth primary and secondary school teachers who have been approved by the administrative department of education and schools to participate in continuing education shall enjoy the wages and benefits stipulated by the state during their study. Tuition and travel expenses shall be implemented in accordance with relevant local regulations.

Seventeenth education administrative departments of the people's governments at all levels should take measures to vigorously support the continuing education of primary and secondary school teachers in minority areas and remote and poor areas.

Assessment, rewards and punishments

Article 18 The education administrative departments of local people's governments at all levels shall establish a system of continuing education assessment and score registration for primary and secondary school teachers. Examination results are one of the bases for teachers' appointment and promotion.

Nineteenth education administrative departments of the people's governments at all levels shall commend and reward the units and individuals that have made remarkable achievements in the continuing education of primary and secondary school teachers.

Twenty-first primary and secondary school teachers' continuing education quality can not meet the requirements, the education administrative department shall order them to make corrections within a time limit. For those who fail to go through the examination and approval procedures in accordance with the provisions and hold continuing education activities for primary and secondary school teachers, the education administrative department shall order them to go through the formalities or stop holding continuing education activities for primary and secondary school teachers.

Twenty-second primary and secondary school teachers mentioned in these Provisions refer to teachers in kindergartens, special education institutions, ordinary primary and secondary schools, adult primary and secondary education institutions, vocational middle schools and other educational institutions.

Twenty-third provinces, autonomous regions and municipalities directly under the central government may, according to the actual situation in their respective regions, formulate specific implementation measures.
