The content of continuing education includes professional knowledge and public knowledge. Provincial departments and industry organizations should, under the comprehensive guidance of the provincial personnel administrative department, follow the principles of pertinence, practicality and advancement in accordance with the division of professional management, organize the formulation of disciplinary guidelines (outlines) for continuing education in various professions, guide the business departments of the provinces, cities and counties (districts) to scientifically design the contents of continuing education, and organize various forms of continuing education activities. According to the needs of the province's economic and social development, the personnel administrative department of the province publishes the public knowledge subjects of continuing education in the province year by year, as the compulsory content of all kinds of professional and technical personnel, and is organized and implemented by the personnel administrative department of the province, city and county (district). The hours of public compulsory subjects generally do not exceed 1/3 of the total hours of continuing education for professional and technical personnel.
