Article 1 In order to strengthen the construction of socialist spiritual civilization in the health system, improve the professional ethics of medical staff, improve and improve the quality of medical services, and serve the people wholeheartedly, medical ethics norms and implementation measures (hereinafter referred to as the "norms") are formulated.

Article 2 Medical ethics, that is, the professional ethics of medical personnel, is the ideological quality that medical personnel should possess, and it is the sum total of the relationship between medical personnel and patients, society and medical personnel. Medical ethics is a guideline to guide the thinking and behavior of medical staff in medical activities.

Article 3 The medical ethics norms are as follows:

(a) to heal the wounded and rescue the dying and practice socialist humanitarianism. Always think of the patient and do everything possible to relieve the pain for the patient;

(2) Respect the personality and rights of patients and treat patients equally regardless of nationality, gender, occupation, status and property status;

(3) Civilized and courteous service. Dignified manners, civilized language, kind attitude, sympathy, care and consideration for patients;

(4) integrity. Consciously abide by the law and discipline, and do not seek personal gain by medical treatment;

(five) to keep medical secrets for patients, to implement protective medical care, and not to disclose the privacy and secrets of patients;

(6) Learn from each other, respect each other, unite and cooperate. Correctly handle the relationship between peers and colleagues;

(seven) rigorous and realistic, pioneering and enterprising, study medical skills, and strive for perfection. Constantly update knowledge and improve technical level.

Article 4 In order to effectively implement this Code, we must adhere to medical ethics education, strengthen the construction of medical ethics, and seriously carry out medical ethics evaluation.

Fifth medical units must take medical ethics education and medical ethics construction as the important content of target management, as an important standard to measure and evaluate the quality of their work.

Article 6 Medical ethics education should focus on positive education, integrate theory with practice, pay attention to practical results and persist for a long time. It is necessary to carry out pre-job education for new members of the hospital and make it a system. Do not go to work without pre-job training.

Seventh medical units should establish a medical ethics assessment system, formulate standards and methods for medical ethics assessment, conduct regular or irregular assessments, and establish medical ethics assessment files.

Eighth medical ethics evaluation methods can be divided into self-evaluation, social evaluation, department evaluation and superior evaluation. Pay special attention to social evaluation, often listen to the opinions of patients and all walks of life, and accept the supervision of the people.

Ninth medical staff medical ethics assessment results should be used as the first condition for applying for work, salary increase, promotion and selection of advanced workers.

Article 10 Reward the excellent and punish the poor. Individuals who strictly abide by medical ethics and have noble medical ethics shall be commended and rewarded. Those who do not seriously abide by medical ethics norms should be criticized and educated. Those who seriously violate the medical ethics norms and do not change after education should be punished according to their own circumstances.

Eleventh this specification is applicable to all kinds of hospitals and clinics at all levels in China, including doctors, nurses, medical staff, managers and workers, and should also refer to the spirit of this specification.

Twelfth provinces, autonomous regions and municipalities directly under the central government, health bureaus and medical units may, according to the spirit and requirements of this code, formulate detailed rules and specific measures for the implementation of medical ethics norms.

Thirteenth this specification shall come into force as of the date of promulgation.
