At present, the professional title evaluation of special education teachers in China is incorporated into the professional title evaluation system of general education. The existing professional title evaluation requirements, including paper publication, subject research and academic performance evaluation, are completely formulated according to the conditions of general education teachers. In this regard, special education teachers reacted strongly. Special education has its special requirements in school-running system, teaching means, safeguard measures and evaluation standards, and the professional qualifications of special education teachers cannot be compared with those of ordinary education teachers. Synchronous evaluation is not conducive to the forging and promotion of special education teachers under the new situation, nor to mobilizing the enthusiasm of the majority of special education teachers. First, revise the outdated implementation standard of special education allowance formulated by 1956, combine the current overall social and economic situation and refer to the implementation of some advantageous areas, greatly increase the special education allowance, and fully consider the work experience of special education teachers in the future old-age security system, so as to stabilize the team of special education teachers and encourage the majority of front-line teachers to engage in special education for life. We can consider absorbing social funds and establishing a special education fund to ensure the full payment of special education subsidies. At the same time, the special education allowance for special education teachers is exempt from personal income tax.
