Director Lv Yugang of the Department of Basic Education of the Ministry of Education pointed out that this 90% is not the national average, and all provinces, autonomous regions and municipalities should reach it without exception. It can be seen that there are great shortcomings in the popularization of high schools in these areas, and there is still a long way to go.
Therefore, it is urgent to speed up the popularization and free pace of high school education in poverty-stricken areas and ethnic minority areas, especially in contiguous poverty-stricken areas. This plays a vital role in enhancing the ability of poor areas and poor people to get rid of poverty and become rich. Intellectual poverty alleviation is the only way to get rid of poverty once and for all. In this way, the report of the 19th National Congress of the Communist Party of China put forward the idea of "combining tackling poverty with supporting the will and wisdom" and "focusing on tackling poverty-stricken areas to ensure that by 2020, the rural poor will be lifted out of poverty under the current standards in China, and all poverty-stricken counties will be stripped of their hats, so as to solve the overall regional poverty and truly get rid of poverty".
