Counterpart support is a kind of policy behavior that the economically developed or powerful party provides help to the economically underdeveloped or weak party. At present, most of them are led by the central government, with local governments as the main body. In order to support the development of higher education in the western region, the Ministry of Education issued the Notice of the Ministry of Education on Implementing the Counterpart Support Plan for Colleges and Universities in the Western Region in 20001year.
