Regulations of Guangzhou Municipality on School Safety Management
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Education Law of the People's Republic of China, the Law of People's Republic of China (PRC) on the Protection of Minors and other relevant laws and regulations, combined with the actual situation of this Municipality, in order to strengthen school safety education and management, ensure the safety of students, teaching staff and schools, maintain the normal order of education and teaching in schools, and prevent and properly handle school safety accidents. Article 2 These Regulations shall apply to the education, management, emergency response, accident prevention and handling of school safety within the administrative area of this Municipality.

The term "school" as mentioned in these Regulations refers to kindergartens, ordinary primary and secondary schools, secondary vocational schools, technical schools, special education schools and specialized schools. Article 3 The municipal and district people's governments shall lead the school safety work within their respective administrative areas, take school safety as an important part of the construction of a safe Guangzhou, incorporate it into the education development plan, improve the school safety working mechanism, establish and improve the school safety risk prevention and control system, carry out school safety supervision, and urge all functional departments to perform their duties.

The Town People's Government and the sub-district offices shall, according to their respective responsibilities, do a good job in school safety in their respective areas.

Residents' committees and villagers' committees shall assist in school safety work according to law. Article 4 The municipal education administrative department shall be responsible for the safety management of schools in this Municipality and organize the implementation of these Regulations. The district education administrative department is responsible for the safety management of schools within its administrative area.

Education, human resources and social security departments are responsible for guiding, supervising and inspecting the safety management of their schools according to their duties.

The public security organs are responsible for the management of public security and road traffic safety in the surrounding areas of the school, guiding and supervising the school to do a good job in campus security, and handling school emergencies and illegal and criminal cases in a timely manner according to law.

Development and reform, civil affairs, finance, judicial administration, planning and natural resources, ecological environment, housing and urban and rural construction, transportation, culture, radio and television tourism, health and health, emergency management, market supervision and management, comprehensive law enforcement of urban management, fire protection and other relevant departments and the people's courts and people's procuratorates shall, according to their respective functions and duties, coordinate the implementation of these regulations. Article 5 This Municipality shall establish a joint conference system for school safety work. The education administrative department is responsible for the organization, preparation, liaison and coordination of the joint meeting, and its members include education, human resources and social security, development and reform, public security, civil affairs, judicial administration, planning and natural resources, ecological environment, housing and urban construction, transportation, culture, radio and television tourism, health and health, emergency management, market supervision and management, comprehensive law enforcement of urban management, fire protection and other departments.

The joint meeting is responsible for coordinating and solving school safety problems involving the responsibilities of multiple departments, promoting inter-departmental cooperation, organizing joint special law enforcement actions, preventing school safety accidents and maintaining school safety.

The people's courts and people's procuratorates support the school safety work in this Municipality according to law. Article 6 Trade unions, communist youth leagues, women's federations, disabled persons' federations, committees for caring for the next generation and other organizations shall assist in school safety.

Encourage social organizations, enterprises, institutions and individuals and other social forces to participate in school safety work by means of donations and voluntary services, provide safety facilities and first-aid equipment for schools, and carry out publicity, education, training, drills and other activities. Seventh schools should fulfill the main responsibility of school safety work according to law, establish and improve the school safety management system, carry out school safety management activities, and carry out safety education and training for students and faculty to ensure the safety of students.

School staff should abide by school safety management norms and work discipline, promote students' physical and mental health, and ensure students' normal activities during recess and other non-teaching hours. Eighth students should abide by laws and regulations and school safety management system, accept school safety education and management, and shall not commit acts that endanger the safety of themselves and others.

Student guardians should perform their guardianship duties, conduct safety education for students, and improve minors' awareness and ability of self-protection. Article 9 The municipal and district people's governments shall guarantee the funds needed for the safety work of public schools, and incorporate the funds for school safety management into the fiscal budget at the same level.

The sponsors of private schools shall guarantee the funds for school safety management. Private schools should indicate the use of school safety management funds in the financial accounting report produced at the end of each fiscal year, and accept the supervision of the competent department.

School safety management funds include school building safety maintenance and renovation, configuration and management of safety facilities and equipment, construction and networking of safety video monitoring platform, employment and management of security guards, safety education and training, employment of mental health teachers and health care personnel, and purchase of campus liability insurance. Chapter II Safety Management of School Facilities Article 10 Schools shall use facilities and equipment that meet safety standards and requirements, and conduct regular safety inspections. If potential safety hazards are found, they should be stopped, necessary protective measures should be taken, warning signs should be set up, and timely maintenance or replacement should be carried out; When major security risks are discovered, measures shall be taken and reported to the higher authorities and other relevant departments in time to solve them. Eleventh housing and urban construction administrative departments should include school buildings in the scope of housing safety investigation, and share housing safety information with the school authorities; If a suspected dangerous house is found in the general survey, a notice of house use safety appraisal shall be issued to the school and its competent department.

Schools should set up safety warning signs and emergency lighting devices and other protective facilities in corridors, stairs and other places prone to danger; Arrange special personnel to guide students to pass in an orderly way in passages and time slots that are prone to congestion.
