Holders of accounting qualification certificates issued by Hebei Provincial Department of Finance can participate in the 20 16 provincial-level continuing education and training of accounting personnel in combination with the nature of their units, industry characteristics and their own needs.

(1) enterprise category

Guiding Opinions on Comprehensively Promoting the Construction of Management Accounting System and its series of explanations, Accounting Standards for Business Enterprises and its related guides, explanations and explanations, Accounting Standards for Small Enterprises, Provisions on the Connection of Issues Related to the Implementation of Accounting Standards for Small Enterprises, Measures for the Management of Accounting Archives, Measures for the Management of Agency Bookkeeping, Notice on Comprehensively Promoting the Pilot Project of Changing Business Tax to Value-added Tax, and other tax policies and related accounting treatments. Explain the implementation regulations and related policies of government procurement, explain the relevant contents of enterprise accounting informatization work norms, XBRL and general classification standards of enterprise accounting standards, explain the enterprise product cost accounting system (for trial implementation), and educate accounting personnel on professional ethics and financial audit related knowledge.

Third, the training form

20 16 Continuing education and training takes three forms: face-to-face training, network training and deemed training. Accountants can choose the appropriate form to complete continuing education according to their own reality.

Face to face training

System units with more accountants can organize face-to-face training separately, and submit the Registration Form for Continuing Education of Accountants (attachment 1) to the Training Section of the Central Committee of the Communist Youth League before July 20 16, or contact us three weeks in advance, and we will arrange instructors and organize examinations. After passing the training examination, register the relevant continuing education information in the qualification file and complete the registration of continuing education matters.

(2) Network training

Accounting completes registration, payment, study and examination online.

1. Registration

Accounting personnel login (Hebei accounting personnel continuing education and training network), with a valid ID number for registration. Registered students can log in directly. If in doubt, click "Help Manual" to help accountants make better use of this system for learning.

3. Online learning

After successful payment or login, the accountant can enter the learning center and choose the courses he needs to study independently. The system automatically records the study time, which has accumulated at least 20 hours (required 16 hours, optional 4 hours).

4. Online examination

After completing the required class hours, the accounting personnel will take the examination of the selected compulsory courses (4 class hours will be counted if they pass the examination). Accounting personnel pass the examination, relevant continuing education and training information is registered in the qualification file, and the registration of continuing education matters is completed.

(3) It is deemed to have completed continuing education.

1. Attend the continuing education and training of certified public accountants organized by the provincial institute of certified public accountants, and register with the training certificate of the institute of certified public accountants;

2. Those who have passed the professional and technical qualification examinations of accounting and auditing this year, and passed more than one (including one) examination of certified public accountants, certified asset appraisers and certified tax agents, shall register with qualified results;

3 to participate in the accounting degree education recognized by the national education administrative department, with the graduation certificate registration;

Accounting majors include: accounting, computerized accounting, specialization of certified public accountants, auditing, financial management and financial management.

4. Those who participate in the national accounting leading talents examination organized by the Ministry of Finance and the high-end accounting talents examination organized by the provincial finance department, the central competent unit and the Finance Bureau of Xinjiang Production and Construction Corps shall register with relevant certification materials;

(4) Query records

After passing the training examination or completing the deemed training registration, the records will be uploaded to the accounting personnel management information system of Hebei Province. After 20 working days, accountants can log on to Hebei Financial Information Network and click on the column of "Accounting Service" to check and inquire about the registration records of continuing education matters.

(5) Suggest supervision

All departments and units have any suggestions in organizing accountants to participate in continuing education, or find violations of continuing education regulations, please report to us in time.
