As mentioned above, the overall weakening of teacher education in the process of normal university integration has become the biggest dilemma facing the cultivation of high-quality teachers. The first is to optimize the teacher education structure system with normal universities as the main body. Therefore, high-level universities participating in teacher education should take practical measures to streamline and build teams around research fields or disciplines such as teacher pedagogy, educational leadership and management, school curriculum and teaching, student development and psychology, and vocational and technical education.

In terms of service orientation, it has realized the transformation from strategic decision-making service of higher education to teacher education practice. For a long time, the colleges of education or research institutes of educational science in high-level non-normal universities mainly serve the purpose of higher education decision-making or college strategy. In order to effectively improve the participation effect, high-level non-normal colleges should strive to build a service system centered on the cultivation of high-quality compound normal students, innovative educators, the construction of high-quality teacher education disciplines and the all-round consultation of teacher education, so as to realize the service-oriented transformation of teacher education practice.
