Reflections on the Outline of the National Medium and Long-term Education Reform and Development Plan

At the 17th National Congress of the Communist Party of China, the state put forward the strategic plan of "giving priority to the development of education and building a powerful country with human resources". In order to comprehensively improve the quality of the people, promote the development of educational science and accelerate the process of socialist modernization, the Outline of the National Medium and Long-term Education Reform and Development Plan is formulated. The rise and fall of the country depends on education; The whole people have the responsibility to revitalize education. 2 1 century is the century of great rejuvenation of the Chinese nation. The development of education has greatly improved the quality of the whole nation, promoted scientific and technological innovation and cultural prosperity, and made irreplaceable contributions to economic development, social progress and improvement of people's livelihood.

20 10 On February 28th, the website of the Ministry of Education released the full draft of the Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020), and officially launched the second round of soliciting public opinions. The time for soliciting opinions is March 28th, and people from all walks of life are fairly allowed to put forward opinions and suggestions by e-mail, posting and sending letters on the portal website of the Ministry of Education. This open way of brainstorming and formulating policies is novel, and I believe it will be very practical, because first of all, this education reform is a major event involving the vital interests of everyone in China, and everyone will be willing to put themselves in their shoes and seriously think about this issue; Second, a country's educational reform and development plan is a top-level event, which can never be achieved overnight. Therefore, we must be particularly cautious and try to take all possibilities into account, which is the basis for correct policy formulation. Thirdly, according to the main theme of China's efforts to build a harmonious society, we should strive to establish a sustainable evaluation system distribution system that can be supervised, restricted, executable and based on the understanding of teachers and roles at all levels. Perhaps people in China are expecting too much, expecting a feasible, mature and fair new syllabus that can lead China's education into a virtuous circle.

I feel that every item in the whole draft of the Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020) is formulated for some corresponding practical problems, and the context is clear. It should be said that we have grasped the pulse that China's education has not yet adapted to the country's economic and social development and the people's demand for a good education. It involves all aspects, including relatively backward educational concepts, outdated contents and methods, excessive schoolwork burden for primary and secondary school students, and difficulties in promoting quality education; Students' ability to adapt to society, employment and entrepreneurship is not strong, and innovative, practical and compound talents are in short supply; The educational system and mechanism are not active, and the vitality of running a school is insufficient; The educational structure and layout are not reasonable, the development of education in urban and rural areas and regions is unbalanced, and the development of education in poverty-stricken areas and ethnic minority areas lags behind; Education investment is insufficient, and the strategic position of giving priority to education development has not been fully implemented. I have been paying special attention to many contents, because there are many items and rich contents, and it is impossible to repeat them one by one. I will focus on some of my more touching views here.

1. "Effectively narrow the gap between schools and focus on solving the problem of school choice. Accelerate the transformation of weak schools and focus on improving the level of teachers. Implement a teacher-principal exchange system within the county (district). "

This is indeed a way to solve the problem of choosing schools, but there are three potential problems in this method itself. One is that teachers' salaries should be kept at least at the same level between schools; The second is the possibility of unified management and deployment of teachers and principals in different regions. Maybe it can be deployed in the education district or in the city. What about the differences between cities and the distances between provinces? As mentioned above, planning the school layout, education adhere to the inflow of government management, then how do foreign governments coordinate this deployment? We all know that such deployment is also needed; How long is the appropriate time for the third communication? It may not be effective in the short term. In the medium and long term, how to coordinate and exchange teachers' daily life and family life?

2. "Schools should implement the burden reduction in all aspects of education and teaching, leaving students with time to understand the society, think deeply and practice. Improve teachers' professional quality, improve teaching methods, enhance classroom teaching effect, and reduce the number of homework and exams. Cultivate students' learning interests and hobbies. Enrich students' extracurricular and extracurricular activities. Strictly implement the course plan, without increasing the class hours or increasing the difficulty. Various grades and competition results shall not be used as the basis for enrollment and further study in compulsory education. "

-I understand this passage as changing exam-oriented education into quality education, and strive to really stimulate students' interest in learning and give them the opportunity to learn independently. However, this method can not be achieved simply by improving teaching methods and reducing the number of homework and exams. First, please open your child's textbook and tell me what you seem interested in. There are two words written on our textbook-aren't there? Look at those contents, theories and after-school topics. How much more knowledge do children have in books now than we did 30 years ago? Did you just change from "coming to school" to "going to school"? Maybe we should consider carefully arranging a set of interesting practical teaching materials to update our knowledge according to the development of new technologies. Secondly, a variety of homework forms, combined with the actual inspection methods, may shake the foundation of exam-oriented education. If only the written test score of 100 is used to measure the learning effect, there is no big change. The pursuit of scientific research and innovation in universities, I think, is mainly to let everyone keep learning, strive to keep up with the pace of science of the times, and enhance their ability to solve problems. Why don't our children need to know this truth before they go to college?

3. Improve the guarantee mechanism for special education. The state sets the basic standards for running special education schools, and local governments set the standards for public funds per student. Increase investment in special education. Encourage and support ordinary schools that accept disabled students to create learning and living conditions for disabled students. Strengthen the construction of special education teachers and take measures to implement the treatment of special education teachers.

-I think it is better for disabled students, especially those who have difficulties in listening, speaking, reading and writing, to study systematically with the help of special teachers in the compulsory education stage, because they can't get good educational results in ordinary schools. Our country should find ways to provide more educational institutions suitable for these special students to choose from. I can foresee that this process needs more investment, but any civilized country in the world will spare no effort to develop this kind of welfare, which is an intuitive embodiment of human nature.

4. "Strive to bring up high-quality talents with all-round development in morality, intelligence, physique and beauty. Establish the concept of everyone becoming a talent, face all students, and promote students' growth and success. Establish a diversified talent outlook, respect personal choice, encourage personality development, and cultivate talents in an eclectic manner. Establish the concept of lifelong learning and lay the foundation for sustainable development. "

This proposal is beautiful, but how to implement it? Let me make an analogy. At present, many well-known universities require applicants to be universities with a first degree of 2 1 1. If not, even if they finish their master's degree or even their doctor's degree, they will not be admitted. Is this a model for establishing the concept of lifelong learning? Isn't this the theory of educational background? Through hard work, a person may change his future, but who can change his past? It is unfair to eliminate laws and morals forever just because they are not good enough. Education should be fair not only to those children who are studying, but also to those children who work hard to finish their studies. This is a complete system that makes people feel hopeful. In fact, education is great because it does not laugh at a person's ignorance, but is tolerant and kind, and helps this person change his life through learning. If education easily denies a person everything based on his past, who will think that education is a kind of good deed?

5. Teachers should care for students, be rigorous and eager to learn, be indifferent to fame and fortune, be self-respecting, educate and infect students with personality charm and knowledge charm, and be guides and guides for the healthy growth of students. Take the performance of teachers' morality as the primary content of teacher assessment, appointment and evaluation.

This is everyone's voice, and I support it with both hands. But one thing, what is the specific assessment system and evaluation criteria? How to implement it? Are the students responsible, or are some leading colleagues involved in the evaluation? Online voting or questionnaire survey? Is it mainly a letter of commendation or a tip-off? A rigorous and studious teacher may be deeply responsible for his love. Will he be regarded as a student who doesn't love himself enough by an immature child? We have all experienced this growth process. We have similar illusions and misunderstandings about our parents and teachers. Will these be written in the teacher's comments in the future? So when these children wake up, will they come back and rewrite our evaluation? I can't imagine turning teachers' unmeasurable love for students into comments and rewards linked to interests. I prefer to regard this love as the supreme honor.

These are my immature views. Although I am a grassroots, I will seriously consider what I want to say. Because I love my career, my students and my motherland, I pay special attention to the introduction of this policy. I wish everything will get better and better.
