The main responsibilities of the State Education Bureau are:
(a) to fully implement the educational principles, policies and regulations of the party and the state, study and formulate specific principles and policies for ethnic education and organize their implementation.
(2) To study and formulate the national education development plan and annual development plan, draw up the focus, scale, speed and steps of education development, and organize, guide and coordinate the implementation of the national education development plan, annual plan, educational system reform and school-running system reform.
(three) responsible for the national basic education (including preschool education), special education, vocational and technical education, after-school education, adult education, higher education (including social forces to run schools), coordination, guidance and supervision of educators in all districts, counties (countries) and relevant departments. (four) responsible for the construction of national teachers and education administrative cadres, responsible for the qualification of primary and secondary school principals; Participate in the formulation of relevant policies and rules and regulations on personnel management in the national education system; Guide the reform of education and personnel system, and organize the implementation of employment distribution for graduates of normal universities.
(five) the overall management of the department's education funds; Participate in the formulation of laws and regulations on education financing, education loans, education fees and education infrastructure investment. According to the growth principle of education funds determined by the CPC Central Committee, the State Council, the province and the state, monitor the collection and use of education funds in all districts and counties (prefectures), and manage the funds and state-owned assets of national education capital construction and affiliated educational institutions according to relevant regulations; Guide the work-study program and school-run industrial work within the national education system.
