In view of the open three-child policy, the measures mentioned by the Ministry of Education to develop inclusive preschool education did not mention that kindergartens should be included in compulsory education, but proposed to expand the coverage of inclusive kindergartens. Many years ago, some representatives and Committee members proposed to include kindergartens in compulsory education at the two sessions, but the response of the Ministry of Education has always been that the conditions are not mature. Since compulsory education is not only the obligation of the government, but also the obligation of school-age students, if the gross enrollment rate of preschool education is only 85 .2% in three years, some children will indeed violate the compulsory education law because they don't go to kindergarten. Therefore, it is unrealistic to bring three-year pre-school compulsory education into compulsory education.
In fact, I have always suggested that one-year preschool education should be included in compulsory education or free preschool education should be implemented. One-year preschool education is included in compulsory education, because the number of kindergarten children in the previous year was close to 100%. Therefore, there is no compulsory obligation for children, but it can strengthen the government's investment responsibility, especially to make it clear that kindergarten teachers are compulsory education teachers, which is conducive to improving the treatment of kindergarten teachers and strengthening the construction of kindergarten teachers.
However, if three-year pre-school free education is implemented, the concept of compulsory education is not controversial, and compulsory education and free education are different. Free education allows students to get free benefits, but there is no compulsory obligation. Therefore, conditional areas can increase investment in preschool education, implement three-year free preschool education, and reduce the cost of family rearing.
