First, there is a shortage of teachers and outdated equipment.

The proportion of total investment in education funds of all levels and types of schools in China is too low, and the proportion of investment in compulsory education is always below 60%, while the proportion of investment in rural compulsory education in recent years is less than 30%. Moreover, in the total investment of rural compulsory education, the proportion of government financial allocation is not high. Although the transfer payment of central education finance has increased in rural compulsory education in recent years, the highest is only 64.9%.
