The total planned lakeside central area is 1844 square kilometers, including all administrative divisions of Taocheng District, Wuyi County, Qingliangdian Town, Quantou Township, Dazita Township, Shenzhou City, Hujiachi Township, Qiaotun Township, Taikoozhuang Township, Qianmotou Town, Weitun Town, Zaoqiang County Xiaozhai Township, Matun Town and Xiaozhang Town.
■ Function
Ecological protection zones focusing on ecological environment protection include Yanjiang Town and Du Peng Township in Taocheng District, Weitun Town and Xiaozhai Township in jizhou city.
Agricultural development zones that focus on agricultural development include Deng Zhuang Township in Taocheng District, Quantou Township and Dazita Township in Wuyi County, Hujiachi Township and Taikoozhuang Township in Shenzhou City, Matun Town and Xiaozhang Town in Zaoqiang County.

"Duodian" refers to township stations such as Hemasen Township, Zhaoquan Town, Deng Zhuang Township, Riverside Town, Du Peng Township, Qingliangdian Town, Quantou Township, Dazita Township, Hujiachi Township, Qiaotun Township, Taikoozhuang Township, Qianmotou Town, Weitun Town, Xiaozhai Township, Matun Town and Xiaozhang Town. The central lakeside area will rely on trunk highways such as 282 provincial highway, 39 1 provincial highway, 392 provincial highway and 106 national highway to form a spatial organization mode of cities and towns with central radiation.
■ Industry
A modern processing and manufacturing development zone will be formed along the Hengjing line, and four industrial clusters will be formed: Jiheng Circular Economy Park, Qiaotun Township, Lubei Industrial Park and Zhaoquan-Qianmotou Circular Economy Park. Among them, Jiheng Circular Economy Park is dominated by chemical industry; Qiaojiatun Township mainly develops wholesale, logistics and other industries; Lubei Industrial Park is mainly engaged in light food, mechanical processing, rubber products and other industries. Zhaoquan-Qianmotou Circular Economy Park focuses on the development of chemical raw materials and chemical products manufacturing and related industries.
A local characteristic industrial development zone will be formed along Zaowu Road (Zaoqiang-Wuyi), and four industrial clusters will be formed in the zone: Wuyi City, Qingliangdian Town, Zaoqiang City and Matun Town. Among them, Wuyi city mainly develops traditional industries such as metal cabinets, chemicals, hardwood carving and water-saving equipment; In the future, Qingliangdian Town will mainly use convenient traffic conditions to develop logistics industry, trade wholesale, warehousing, logistics and other industries; Zaoqiang City and Matun Town mainly develop traditional industries such as fur, FRP and machinery manufacturing.
Along the 106 national highway, there will be a development zone for commerce, trade, tourism and service industry, and three industrial clusters will be formed, namely, Central City, Zhangxiao Town and jizhou city. Among them, the central city mainly develops comprehensive service industries such as commerce, business office, education and culture; Zhang Xiao Town mainly develops tourism, leisure, exhibition and other service industries; Jizhou city mainly develops tourism and leisure industries, heating manufacturing, glass fiber reinforced plastics, chemical rubber, wooden furniture and other traditional industries.
■ Traffic
Expressway: Daguang Expressway and Shide Expressway pass through the east of Hubin District. Our city plans to set up three entrances and exits around Qiaojiatun Township, Qingliangdian Town and Xiaozhang Town.
High-grade highway: Hengbao highway and its south extension line, Hengjing road, military attache line and Zhengxi line are interconnected to form the external highway ring of the whole region and undertake the transit traffic function of the whole central lakeside area.
The roads within the outer ring road undertake the intercity traffic between towns in the lakeside area, and are gradually transformed according to the intercity expressway to form a half-hour traffic circle with the central city as the core. The skeleton of intercity road is "one ring, two horizontal lines and two vertical lines". "One Ring Road" is the outer ring road of the central city. The "two horizontal lines" are provincial highway 39 1 and provincial highway 392, connecting Qingliangdian town and the central city; The airport connecting line connects Xiaozhang Town and Matun Town. "Two verticals" is the extension line of the west outer ring of the central city, connecting the central city and Jizhou city; One is the 040 provincial highway connected with the 282 provincial highway, connecting Wuyi City, the central city, Xiaozhang Town and Zaoqiang City.
Railway: The newly-built Taiqing Passenger Dedicated Line and Huanghan Railway pass through here. It is suggested that the passenger dedicated line should be parallel to Shide Railway, and a high-speed rail passenger station should be reserved in Lubei Industrial Park. Han-Huang Railway plans to choose a line parallel to the east side of South Extension Line of Provincial Highway 040, and reserve freight stations in Zaoqiang County and Qingliangdian Town of Wuyi respectively.
■ Ecology
According to the relevant planning of Hengshui Lake Nature Reserve, strengthen the ecological protection and ecological construction of Hengshui Lake. Combined with agricultural development and ecological construction, permanent agricultural or ecological space will be set up between towns and industrial parks to build regional ecological green space. Set up green isolation belts along Daguang Expressway, Hengde Expressway, Taiqing Passenger Dedicated Line, Beijing-Kowloon Railway, Shide Railway, Huang Han Railway and all intercity roads.
