In order to fully implement the spirit of the important instructions of the leaders of the Central Committee and the Provincial Party Committee on the death of four left-behind children in Qixingguan District, Bijie City, Guizhou Province, and according to the urgent notice requirements of Gansu Provincial Department of Education on strengthening the care and education of left-behind children, we will further strengthen the care and education of left-behind children in our city. Linxia City Education Bureau, combined with the actual education work in our city, formulated the following implementation plan:
I. Guiding ideology
Guided by the full implementation of the spirit of the 18th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 18th Central Committee, we will conscientiously implement the goal of "educating people with moral education", and comprehensively and thoroughly carry out the work of solving problems for left-behind children in rural areas in combination with the action of tackling poverty. Give full play to the educational function of the school, thoroughly investigate the growth status and actual needs of left-behind children, solidly promote the mental health education of left-behind children, and implement various education funding policies to ensure that all school-age left-behind children can receive good compulsory education.
Second, the work objectives
All kinds of schools at all levels in the city should fully realize that strengthening the care education for left-behind children is an inevitable requirement for implementing the spirit of the 18th CPC National Congress and the Third and Fourth Plenary Sessions of the 18th CPC Central Committee, an important measure to build a harmonious society, and an effective means to relieve the worries of migrant workers. It is necessary to take the care education of left-behind children as an important task at present, strengthen leadership and form a joint force. Through the investigation, analysis and research on the problems of left-behind children, find out the reasons that affect the healthy growth of left-behind children, take effective measures and methods, further establish and improve the working mechanism, and strive to create a healthy, happy, equal and harmonious growth environment for left-behind children in our city to ensure their healthy and happy growth.
Third, the main measures
(1) Establish a file card to fully understand the number of left-behind children.
1, all schools should seriously investigate and study, deploy elite personnel to concentrate on home visits 1 week, fully find out the number of left-behind children before the end of June, and 100% establish a file contact card system for left-behind children.
2. Arrange the personnel responsible for the management of student status files to manage the files of left-behind children, and timely supplement or change the relevant contents of contact information according to the changes of students. Through the establishment of contact system, strengthen the contact between classes and students' parents and other guardians, and jointly form a student-centered care network.
(two) improve the mechanism to ensure that all work is carried out in an orderly manner.
1. All schools should set up a leading group for caring for left-behind children, clarify the division of responsibilities, strengthen the unified leadership and management of left-behind children's work, and ensure that all work requirements are fully implemented.
2. Further improve the contact system of guardians of left-behind children. The school has set up a family hotline to help left-behind children communicate with their floating parents once a month by phone or video. Supervise the parents of left-behind children to call their children every two weeks, exchange a letter with their children once a month, contact their class teacher and entrusted guardian once a month, listen to their voices, pay attention to their growth and make up for their emotional deficiencies. The school holds a meeting of temporary guardians of left-behind children every semester to inform them of their study, life, conduct and mental health at school, and put forward targeted suggestions on management and education of left-behind children. The head teacher organizes two home visits to each left-behind child every semester to understand and guide the guardians to carry out correct family education.
3. Implement the system of pairing teaching staff to help left-behind children. Establish key help targets among left-behind students and equip them with help teachers. Pairing teachers should communicate with the left-behind children irregularly, grasp their ideological and living conditions, visit their guardians regularly, exchange feedback to the children in time, and help them do their ideological work well.
4. Establish and improve the system of talking with left-behind children. The class teacher talks with the left-behind children once a month and fills in the record card in detail. Especially for left-behind children whose individual studies have declined seriously, their personality development is imperfect, and there are many problems in moral norms, it is necessary to strengthen the frequency of heart-to-heart talks and the number of guardian exchanges, and formulate individual education management plans when necessary, focusing on correction and help, and teaching students in accordance with their aptitude.
(3) Take measures to ensure the happy growth of left-behind children.
1, learning is mainly based on family education. The class should classify and group the left-behind children one by one from the aspect of learning and implement them to every teacher. The teacher analyzes the students' learning situation in detail, formulates the learning assistance plan, and defines the time, content and phased effect of the assistance. Each left-behind child is led by a teacher to establish a learning helper, and the teacher should regularly check the effect of pairing assistance and establish a progress file.
2. Focus on life. Teachers should pay more attention to left-behind children, ask more questions, help more, make students happy and reassure parents. It is necessary to guide students to learn to take care of themselves and develop civilized and healthy living habits.
3. Give priority to activities. Attaching great importance to and seriously organizing left-behind children to participate in group activities, or carrying out some activities independently according to their characteristics, can not only make them happy physically and mentally, but also cultivate their ability to live independently.
4. Further improve the responsibility mechanism of "controlling dropping out of school to keep learning". Schools should strictly follow the provisions of the Compulsory Education Law and the Regulations on Compulsory Education in Gansu Province, act according to law, actively cooperate with township streets, and mobilize and guarantee all school-age children and adolescents to receive compulsory education according to law. The enrollment rate and consolidation rate of left-behind children reached 100%.
5. Pay attention to the mental health education of left-behind children. In view of the left-behind children with moral behavior deviation and psychological barriers, schools should focus on offering psychological education courses, vigorously carry out psychological consultation and psychological correction activities, and regularly carry out ideological education, emotional education, independent life education and considerate parents education, so that left-behind children can feel care, experience the joy and happiness of life growth, eliminate bad emotional experiences, establish an optimistic attitude towards life and cultivate correct outlook on life and values.
6. Guide parents to do a good job in family education. Give full play to the role of the three-level parent committee, urge and guide the parents of migrant children to actively assume the responsibilities and obligations of legal guardians, learn scientific educational concepts and methods, assist schools to strengthen the education supervision of left-behind children, and help left-behind children solve the difficulties and troubles encountered in their growth. At the same time, strengthen safety education, effectively enhance the left-behind children's ability of self-help and emergency avoidance, and prevent accidental injuries to left-behind children such as drowning, gas poisoning and food poisoning.

The education leading group of the Education Bureau for caring for left-behind children should actively coordinate with the Communist Youth League Committee, the Communist Youth League Working Committee, the Women's Federation and other relevant departments, and use various media to widely publicize the typical left-behind children who have the courage to overcome difficulties and are determined to become talents, and publicize their excellent qualities of cherishing time, being fearless of difficulties, loving learning and loving life, so as to convey positive energy among left-behind children and strive to create a good atmosphere of caring for education, students and left-behind children in the whole society.
2. Schools should organize left-behind children to actively participate in regular theme class meetings, team activities, calligraphy and painting exhibitions, speech contests, cultural performances and other activities to alleviate their loneliness, make them live in a happy and harmonious atmosphere, find the feeling of coming home, enhance their confidence in learning and life, and realize the happiness of learning and growing up.
(3) Strengthen supervision and inspection in an all-round way.
1, school principals should earnestly assume the main responsibility of caring for and educating left-behind children, implement the teacher pairing assistance mechanism, strengthen supervision and inspection, hold symposiums and seminars on caring for and educating left-behind children on a regular basis, study and judge the problems in the education and management of left-behind children in schools, and start early and deal with them early.
