1. To engage in operating Internet information services, an applicant shall apply to the telecommunications regulatory agency of a province, autonomous region or municipality directly under the Central Government or the competent information industry department of the State Council for a business license for Internet information services value-added telecommunications services. After obtaining the business license, the applicant shall go through the registration formalities with the enterprise registration authority with the business license.

2, engaged in Internet information services, intends to set up bulletin board services, shall apply for operating Internet information service license, in accordance with the relevant provisions of the state to make a special application.

3. Internet information services such as news, publishing, education, medical care, medicines and medical devices must be examined and approved by the relevant competent departments in accordance with laws, administrative regulations and relevant state regulations. Before applying for a business license or performing filing procedures, it shall be examined and approved by the relevant competent department according to law.
