In order to better provide government information disclosure services, according to the requirements of the Regulations of People's Republic of China (PRC) Municipality on Government Information Disclosure (hereinafter referred to as the Regulations) and the Implementation Opinions of Quanzhou Municipal People's Government on Doing a Good Job in Government Information Disclosure, combined with the actual situation, our bureau has compiled the Guide to Government Information Disclosure of Quanzhou Education Bureau (hereinafter referred to as the Guide).

This guide will be updated according to the progress of government information disclosure.

According to the "Regulations", the government information disclosure services provided by our bureau are divided into voluntary disclosure and application disclosure. Scope of disclosure

Government information that belongs to the scope of voluntary disclosure shall be made public within 20 working days from the date when the information is formed or changed. If laws and regulations have other provisions on the time limit for government information disclosure, those provisions shall prevail.

Methods of obtaining information

Citizens, legal persons and other organizations do not need to apply for information that is voluntarily disclosed. They can log in to the government information disclosure column of Quanzhou Education Bureau on the homepage of Quanzhou Education Information Network, or get the information voluntarily disclosed by the government from the Municipal Education Bureau or from newspapers, television and other media. Citizens, legal persons and other organizations may apply to our bureau for access to government information other than that voluntarily disclosed by our bureau. When we provide information according to the application, we will provide it according to the actual state of the information.

Citizens, legal persons and other organizations can apply through Quanzhou Education Information Network. You can also apply by letter or fax, and please indicate the words of government information disclosure application on the envelope or fax; You can also apply to our bureau on the spot.

Our bureau does not directly accept applications made by telephone, but applicants can consult the corresponding service business by telephone.

Applicants who apply for access to government information related to themselves shall submit a written application to our bureau with valid identity documents.

2. Application processing

I will review the Application Form after receiving it. For applications that are incomplete or fail to provide valid identification, supplements or corrections will be required.

If the information applied for belongs to the information voluntarily disclosed by our bureau, our bureau will stop accepting the application procedure and inform the applicant of the ways and means to obtain the information.

If it falls within the scope of exemption from publicity, inform the applicant and explain the reasons. If the application content is not clear, the applicant will be notified to make amendments and supplements. If the government information applied for disclosure does not exist, inform the applicant.

Applications will be processed in the order of receipt. If several independent requests are made in one application, the agency will give a unified answer after all applications are processed. In view of the fact that different requests may have different answers, in order to improve the processing efficiency, it is suggested that applicants apply separately for different requests.

3. Processing cycle

For applications from citizens, legal persons and other organizations, except those that can be answered on the spot, our bureau will give a reply within 15 working days from the date of accepting the application. If it is impossible to make a reply or provide information within the prescribed time limit due to justifiable reasons, with the consent of the leading group of government information disclosure of our bureau, the time limit for replying or providing information may be appropriately extended, and the applicant shall be informed in writing that the longest extension period shall not exceed 15 working days.

If the government information involves the rights and interests of the third party, it shall solicit the opinions of the third party, and the time required for soliciting the opinions of the third party shall not be counted in the time limit.

4. Fees and charges

To provide government information according to the application, you can charge fees for searching, copying and mailing. The cost standard shall be implemented in accordance with relevant regulations. Citizens who apply for government information disclosure do have financial difficulties. Upon my application and the provision of relevant valid certificates, and with the approval of the person in charge of the government information disclosure agency, the relevant expenses may be reduced or exempted. Citizens, legal persons or other organizations that the administrative organ fails to fulfill the obligation of government information disclosure according to law may report to the administrative organ at the next higher level, the supervisory organ at the same level or the relevant departments.
