Policy Support of College Counselors
In 2004, the Central Committee of the Communist Party of China issued the Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening and Improving the Ideological and Political Education of College Students (hereinafter referred to as document 16), proposing to take effective measures to build a high-level team of counselors and class teachers.

In 2005, in order to implement document 16, the Ministry of Education issued "Opinions of the Ministry of Education on Strengthening the Team Construction of Counselors and Head Teachers in Colleges and Universities", proposing to encourage and support counselors to engage in this work for a long time and develop in the direction of professionalism and expertise.

In 2006, the Ministry of Education issued the Ministry of Education's No.24 Order "Regulations on the Construction of Counselors in Colleges and Universities", which clarified the job responsibilities, appointment and training of counselors. Article 16 stipulates that colleges and universities should encourage and support counselors to carry out research in combination with the practice of ideological and political education for college students and the development of ideological and political education disciplines.

Subsequently, the Ministry of Education formulated the Training Plan for Counselors in Colleges and Universities in 2006-20 10, and put forward the goal of training and bringing up 1000 influential ideological and political education experts in China by 2065 438+00. In 20 13, the training plan for college counselors (20 13-20 17) (Jiaodang [2013] No.9) was formulated, which proposed to build a standard system for college counselors' ability and promote the professionalization of college counselors.

20 14 the Ministry of education issued the notice of "professional competence standard of college counselors (provisional)" (J. [2065438+04] No.2), adjusted and improved the training scheme, job function setting and evaluation index of college counselors, and strived to raise the construction of college counselors to a new level.

This series of documents and regulations produced two results. First, colleges and universities rapidly expand the team of full-time counselors according to the teacher-student ratio of 1: 200 required by the Ministry of Education. The second is to conduct large-scale training for newly recruited and existing counselors.

In order to build and stabilize a large number of expert counselors, colleges and universities have put forward their own methods in recent years.

Fudan University 1998 set up a youth research center to encourage counselors to carry out scientific research in combination with students' work practice and put forward the training concept of "innovative counselors". According to the Regulations on Counselors' Job Responsibilities, full-time counselors should write at least 1 paper on ideological and political education every year, and part-time counselors should write at least 1 paper on ideological and political education every two years.

In addition to encouraging scientific research, it has become a routine practice to organize various theoretical trainings from the Ministry of Education to colleges and universities. Encouraging scientific research and providing follow-up development direction is obviously more effective than training in stimulating counselors' own enthusiasm, because it is directly related to their personal development.
