After Taiwan Province Province passed the revised draft of "Three Laws on Terrestrial Education" in mid-August, people from all walks of life are still arguing over the implementation details. The Ministry of Education immediately announced the draft sub-law of "Terrestrial Education and Measures for Staying in Taiwan" in September, and submitted it to the Executive Yuan for approval. The Ministry of Education expressed the hope that it would be promulgated and implemented in the middle of this month. However, because the draft is unprecedented and leaves a lot of room for flexibility, it is expected that there will still be many policies that need to "cross the river by feeling the stones" in the future. Article 3 Master of Public Recruitment and Bachelor of Private Recruitment
Article 3 of the "Measures" stipulates: "Master's and doctoral programs in public universities (excluding military police colleges) and master's, bachelor's and second-year specialties in private colleges can apply to study in Taiwan." Among them, the admission of bachelor's degree in private universities mainly depends on Chinese mainland's "College Entrance Examination" results. At present, the "Ministry of Education" is setting up the "Land Joint Recruitment Committee", which is scheduled to debut in June+February 5438; Public universities tend to recruit masters and doctors independently.
Article 4 The annual recruitment of 2,000 people has not improved.
Article 4 of the "Measures" stipulates: "The land quota shall be handled separately, not exceeding 2% of the school enrollment quota and not exceeding 1% of the total enrollment of Taiwan", in other words, the total enrollment per year is still 2,000. Earlier, it was reported that "the annual increase of 1% can reach 5%", and the Ministry of Education solemnly reiterated that this was only "the personal opinion of the participants" at the draft review meeting on September 20.
Fifth joint enrollment, but allowed to run a written test.
Article 5 of the "Measures" stipulates that the school adopts the joint enrollment method to recruit Lu Sheng, that is, it forms a joint enrollment committee, uniformly compiles and publishes enrollment brochures, accepts registration, enrolls students, and publishes lists; However, if necessary, the school can also handle the written test by itself and take the test alone.
Article 7 The amount of economic certificate shall be determined by the school.
Article 7 of the "Measures" stipulates that Lu Sheng should prepare various documents such as the application form for admission and academic qualifications, among which the "economic certificate" has been concerned by some media. The "Ministry of Education" said that this is in accordance with the practice of foreign students. The "Ministry of Education" will not set the amount, and the schools will decide for themselves: "In fact, there is no need for schools to set a specific amount. The key is to prove that they have enough financial resources to study in Taiwan Province, "said an official.
Article 10 issues a two-year residence period at a time.
Article 10 of the Measures stipulates that Lusheng can apply for an extension of 2 years each time he obtains a 2-year stay period; But those who have completed five years of doctoral study, three years of master's study, four years of bachelor's study and two years of junior college students' study can only apply for an extension of six months at a time.
Article 1 1 Those who have been expelled from schools in Taiwan Province cannot apply.
Article 1 1 of the Measures stipulates that Lu Sheng, who has participated in activities of violent or terrorist organizations, has a criminal record of civil strife or major crimes, or currently holds public office in the mainland party, government and military organs, is not allowed to study in Taiwan. Article 13 shall not be transferred without leaving the country.
Article 13 of the Measures stipulates that while studying in Taiwan, Lu Sheng may not apply for transfer to a school system lower than the current grade. In addition, after taking the transfer exam and being admitted to the school, Lusheng does not need to leave the country, but only needs to transfer to the school and apply for a new card from the Immigration Bureau.
In addition, Article 14 of the Measures stipulates: "After graduating from a school in Taiwan Province, Lusheng can continue to apply for the next academic class in Taiwan Province." For example, college graduates can continue to study master's and doctoral classes. If the newly graduated students are successfully admitted to the next stage of Taiwan Province school system, they can renew their entry and exit permits without leaving the country.
Article 16 Tuition and miscellaneous fees shall not be lower than those of private schools.
Article 16 of the Measures stipulates: "The ground tuition and miscellaneous fees shall not be lower than the benchmark of private colleges and universities announced by the Ministry of Education every year; In addition, the "central" organs and their subordinate organs and institutions may not provide terrestrial scholarships, and schools may not use "central" subsidies as terrestrial scholarships. " Whether or not to provide scholarships is the original version of "three limits and six noes", which is currently only included in the sub-law.
Article 17: You need to take out medical insurance by yourself.
Article 17 of the Measures stipulates that students who have been admitted to Taiwan Province schools should apply for medical insurance before coming to school: "New students should be attached with medical and injury insurance that will take effect from the date of admission;" In addition, the students of the school have a student group guarantee run by the school collectively. Insurance certificate Medical insurance can be purchased by commercial insurance companies in Taiwan Province Province. If the insurance is insured overseas, it shall be notarized by a notary office designated by Chinese mainland.
Article 19 prohibits part-time or full-time work.
Article 19 of the Measures stipulates: "Lu Sheng shall not engage in full-time or part-time jobs while studying in Taiwan. Those who violate the provisions of the preceding paragraph shall leave the country within a time limit, and those who fail to leave the country within the time limit shall be forced to leave the country. " This item was originally included in the "three restrictions and six noes", but now it is only included in the sub-law.
Twenty-second overseas and outlying islands enrollment quota is unlimited.
Articles 4 and 22 of the Measures stipulate that if a school or branch school is located on an outlying island or has an "overseas special student class", its terrestrial academic system and quota are not limited by the "total number of students of 2,000".
