1, the main responsibility is misplaced

In most towns and villages in our city, the party committees and governments are still wrong about the subjects responsible for popularizing the law. In fact, it has become the focus of the department and the government participates.
2. The position is incorrect
Many leaders and grassroots cadres (including village and neighborhood cadres) focus on developing economic and other hardware construction. Moreover, due to the tight supervision and strict assessment of these "central tasks" at the city and township levels, village (community) cadres will also focus on these "central tasks". In their eyes, the work of popularizing the law can be grasped. Advocating the pragmatic concept of "time is money", I think it is time-consuming and laborious to participate in the popularization of law and it is difficult to see the direct economic benefits, so my initiative is not high, and I have never put the popularization of law in its due height and position.
3. The township law popularization is weak.
At present, the work of popularizing law in towns and villages mainly depends on the cooperation of the township (town) judicial office and relevant units. Although every township (town) in the city has a judicial office, there are at most two people in each judicial office, and most judicial offices have only one person. Because the judicial office undertakes many affairs, such as popularizing law, mediating contradictions and disputes, resettling and helping education, community correction, etc., and at the same time obeys the central work of the local party Committee and government, it is often "unable to do so".
4. The form of law popularization is relatively simple and the content is monotonous.
Most of the time, township law popularization is still carried out in the form of banners, slogans, blackboard newspapers, publicity windows and promotional materials. Sometimes, propaganda by hanging banners and posting slogans often leads farmers to know only the name of the law, but not its content. As for the publicity materials distributed, although the contents are detailed, many farmers may not understand them. It can't achieve the expected purpose at all.
5. Legal evaluation is a mere formality.
For the phased publicity, inspection and acceptance of law popularization, the unified acceptance content and related requirements have been issued in advance, and the departments shall conduct self-examination first, and then deploy personnel to conduct spot checks; The main methods used are listening to reports, checking files and reading notes. As for the actual effect of popularizing the law, there is no way to evaluate it. This kind of propaganda of popularizing the law, which is written on paper, spoken on the mouth and hung on the wall, is ignored by the village group and farmers, passive and goes through the motions.
Second, try to analyze the causes of the above problems.
1, the leaders don't know enough.
Some leading cadres have a serious lack of understanding of law popularization, and law popularization education is seriously absent. The lack of understanding is due to the lack of correct understanding and evaluation of the position and role of legal construction in promoting China's social process and social and economic development, and the lack of understanding of the importance of legal education; What is seriously absent is that some leading cadres have not played a leading role in legal education and publicity. 2, the broad masses of cadres and the masses have insufficient understanding of the status and role of law.
Due to the deep-rooted idea of the rule of man and the negative phenomena in real life, such as lax law enforcement, unfair justice, using power to suppress the law, replacing the law with words, and replacing the law with punishment, many cadres and masses in letters and visits do not believe in the law, question the status and role of the law, and dampen their enthusiasm for learning, using and abiding by the law.
3. The work of popularizing law cannot meet the needs of farmers under the new situation.
With the deepening of reform, various new contradictions in rural areas have gradually emerged, and farmers have new demands for learning and using the law, which puts higher demands on rural law popularization personnel in villages and towns; With the enhancement of farmers' economic awareness, most rural young people go out to work or look for jobs in enterprises, and those who stay at home are mainly "the old, the weak, the sick and the disabled". Their ability to accept legal knowledge is poor, and their awareness of self-protection according to law is not strong, so it is difficult to organize and implement legal education. Coupled with the large floating population and loose organization in towns and villages, it is more difficult to popularize the law.
4. Lack of legal guarantee of funds.
Although the annual legal documents of provinces and cities have clear provisions, it is difficult to implement them in grassroots towns and villages. Many towns and villages are not included in the fiscal budget, and some are included in the fiscal budget, but only a small part, such as printing fees, and some even write "empty checks." There are still many towns and villages that rely on the temporary approval of leaders to solve problems, and even some towns and villages have no funds at all, which makes it difficult to carry out legal publicity and education work because there is no funding guarantee.

2. Further update the concept of popularizing law in rural areas.

Second, the existing problems
From the survey, our town has made some achievements and experiences in the construction of small towns, but there are also some problems that cannot be ignored. There are two main points:
(A) planning lags behind, unable to keep up with development needs.
With the continuous development of social economy and the gradual inflow of rural population, housing construction in Tang Yan has been in a state of free development, disorderly, chaotic, uncoordinated and unscientific. Coupled with the low level of the original planning, the lack of urban system planning and detailed planning, the contradiction of not keeping up with the needs of construction and development has become increasingly prominent. The outstanding performance is that buildings and houses are uneven, fragmented and lack of unity and coordination.
(2) The level of infrastructure construction is low and the supporting facilities are poor.

They urgently need a unified market town to unify marking and competition. Although the phenomenon of "dirty, chaotic and poor" has been initially curbed since the implementation of equal treatment of urban and rural health, there is still a certain gap to achieve the goal of "strict ecological pond".
2. Poor road facilities
(1) Missing street lamp
The lack of street lamps not only brings inconvenience to residents, but also affects the safety of children in Tang Yan Central Primary School. Tang Yan Central Primary School finishes school at 8: 20 pm. Many primary school students hold flashlights to light their way home, but at this time, many vehicles will still be seen crossing the street. In the survey, many families expressed concern about the safety of primary school students.
(2) The road is uneven, with low grade and poor road conditions.
From the town government to the intersection of market towns, many places are full of potholes.
(3) The green coverage rate is low, the green trees are insufficient, and the distribution is messy.
In the Administrative Measures of "Greening" in Tangyan Town formulated by the urban management squadron of our town, it is stipulated that new houses built by residents in the town should be self-greening, and the greening tree species must be consistent, but there has been no unified regulation on greening tree species, and the implementation effect is not obvious.
(4) The telephone poles are old and new; The distribution of equipment lines, telephone lines and cable TV lines is chaotic.
The slow speed of infrastructure construction makes the position and function of small towns not fully reflected, and the ability to absorb social capital and talents is weak, which directly affects the realization of urban and rural medical and health goals and the sustainable development of urban construction in our town.

Tang Yan should firmly seize this historical opportunity, adjust measures to local conditions, formulate a reasonable and scientific strategic development plan for small towns, combine planning and design with urban-rural co-governance, persist in leading development with planning, further promote urban-rural co-governance, and create a new situation in the construction of small towns in Tang Yan.

At the same time, the survey found that there are some problems in the construction of village-level team, which have affected the image and prestige of the party and government among the masses and affected the development and stability of rural areas.

Third, the existing problems and causes analysis
Through in-depth investigation of village groups, it is found that although under the strong leadership of the county party committee, the county government and the town party committee, some achievements have been made in the construction of party organizations in our village, there are still some factors that affect the normal development of party organizations in our village in terms of the structure of grass-roots party organizations and the role of party member. Mainly reflected in the following aspects.
(1) The cultural level of the leading bodies is uneven. Most of the young and skilled party member go out, which leads to the old party member in party member's outdated concept, weak economic foundation, insufficient ability to solve practical problems and do practical things, and lack of entrepreneurial passion and ability to lead the masses to get rich together, which restricts the normal development of village-level organizations.
Looking back on the work since this year, we can see that the achievements of Party building in our township are the result of the correct leadership of the county party committee, the joint efforts of the township party committee, the township government and the cadres and workers in party member, and the support of the broad masses of the people. Putting aside achievements and calmly reflecting, there are still many problems and deficiencies in the party building work in our township. (2) The economic foundation is weak. First of all, village-level party organizations lack the necessary economic foundation. It is difficult for infrastructure and public welfare undertakings to make great progress for many years. Second, the office expenses of the two village committees are too small. In recent years, due to the heavy business of village work, various inspections and meetings, it has been unable to meet the daily expenses at the village level, and sometimes it is difficult to maintain the basic organizational life meeting, the basic activities of the party cannot be carried out normally, the educational management measures in party member are ineffective, and the role of the village party branch as a fighting fortress has not been fully exerted.
(3) The remuneration of the village committee is low. Due to the heavy tasks in rural areas, a number of policies to benefit farmers, such as subsistence allowances, cooperative medical care, new rural old-age insurance and renovation of dilapidated houses, need to be implemented, which has brought great pressure to the daily work of village cadres, and 90% of village cadres have become full-time cadres. Moreover, most village cadres are the main labor force in the family, and one month's salary can no longer support the family. Four. Comments and suggestions
There are both objective and subjective reasons that affect the normal development of grass-roots organizations, and it is also the result of long-term accumulation of many factors. A branch has a flag and a party member has a star. It is the key to comprehensively promote the construction of a new socialist countryside and ensure the stability of rural society to concentrate on the branch and build a team of high-quality village cadres and rural party member. Therefore, it is necessary to closely combine the activities of "Year of Building Grassroots Organizations" with the activities of "Year of Building Work Style" and striving for Excellence, focus on "classification and grading, transformation and upgrading", do a good job in building the ranks of grassroots party organizations, and be down-to-earth in comparison with the requirements of "five ones" (good leadership, good development ideas, good work system, good activity position and good guarantee mechanism).
First of all, we should handle the relationship between rational education and emotional education. It is a combination of telling the truth and solving specific problems. At the same time, we should pay attention to solving practical problems.
