2. Distribution of orphans
Orphans in our province are mainly distributed in coastal areas, limestone areas and relatively backward mountainous areas. Such as Huilai, Lufeng, Xinyi, Gaozhou, Lianjiang, Wuchuan, luoding city, Qingxin, Jiexi, Huaiji, Dongyuan and Haifeng in yangchun city.
The government has two main measures to help orphans.
The first is institutional support. There are 50 children's welfare homes organized by the provincial civil affairs departments, and 50 comprehensive welfare homes with children's departments (districts) to support 632/kloc-0 orphans (hereinafter referred to as "three orphans") who have no ability to work, no source of livelihood and no guardians and caregivers. The living facilities and living standards of these orphans have been guaranteed. The second is the "minimum living allowance" or "five guarantees" support. According to the introduction of the Provincial Civil Affairs Department, the provincial government spends 250 million yuan every year to implement the "minimum living allowance" for low-income people in the province. Only from the sampling survey conducted by Guangdong Women's Federation in 6 1 city (county) in the province, there are 607,269 poor children in 6 1 city (county), of which 409,667 are included in government assistance, accounting for 67.46% of the total number of poor children. The sum of social welfare home support and government relief is 83.82%.
Objectively speaking, the government departments at all levels in our province have a wide coverage of orphan relief (accounting for 83.82%). Nearly 17% of orphans have not entered the "minimum living security" and "five guarantees" security network for various reasons. Even if it is included in the "minimum living allowance" and "five guarantees" security network, the relief funds provided by the government are very meager, which makes it difficult to guarantee the normal life of orphans. Moreover, most orphans are raised by elderly grandparents or uncles. Their situation is worrying, their lives are worrying, their education is worrying, their growth is worrying, and some of them can't even survive with food and clothing. Survival is their most urgent problem.
4. Social security
Since 2005, Guangdong Women's Federation and Guangdong Children's Welfare Association have received an annual donation of 400,000 yuan (three years in total) from Macau Mingde Charity Association through Mayor Li Lao to help more than 400 orphans in Qingxin County. The work committee, the Youth League Committee and other departments have also done some work, and some enterprises and associations have also carried out work to help orphans in some parts of the province. But overall, the "scale effect" has not yet formed. According to preliminary investigation, there are not many special relief funds, except Guangdong Women's Federation, Guangdong Women's and Children's Foundation and Guangdong Children's Welfare Association, which have launched "warm action" to help orphans.
Second, the reasons for helping orphans
For three reasons, Guangdong Women's Federation, Guangdong Women's and Children's Foundation and Guangdong Children's Welfare Association appealed to the society to lend a helping hand to help orphans. First of all, from the physical and psychological aspects of orphans. Orphans are the most vulnerable group among the vulnerable groups. They are young and confused, and their hearts are greatly bruised. Faced with a huge blow, they are helpless. Society should take the initiative to care for the weak in this vulnerable group. Second, from the survival and living conditions of orphans in our province. More than 80% orphans in our province are raised by elderly grandparents, and the embarrassment and hardship of their lives can be imagined. Third, from the perspective of integrating social assistance resources. After more than 20 years' efforts, the China Municipal Government has implemented nine-year compulsory education in urban and rural areas nationwide since this year, exempting students below junior high school from tuition and miscellaneous fees. "Difficult to go to school" is no longer the mainstream problem of children and adolescents today. Therefore, it is necessary to widely mobilize the society to donate money for orphans, and truly embody the principle of "giving charcoal in the snow".
Third, the overall goal of helping orphans.
Two goals: first, life assistance, which is aimed at orphans scattered in society and taken care of by grandparents, uncles or others. The province's annual living expenses for helping such orphans are about 35 million yuan. According to the person in charge of the civil affairs departments and village committees in Qingxin County and Lianjiang City, if the society can provide each orphan with 1 000 yuan per year, plus the "minimum living allowance" subsidy, the normal life of orphans can be guaranteed for one year. Realize the life requirements of making orphans "eat enough food, wear warm clothes and go to school". The second is to mobilize social donations to build or expand children's welfare homes or orphanages in cities (counties, districts) where the number of orphans exceeds 200. 300,000 RMB per room. 2. Teaching assistant
Dock with relevant societies and schools, and cooperate hand in hand, pair up, go out and invite in. Pay attention to the spiritual communication with orphans and care about their growth.
