Three natures of compulsory education
The three characteristics of compulsory education determine the public welfare, unity and obligation of compulsory education in China.

The so-called public welfare means that it is clearly stipulated that "tuition and miscellaneous fees are not charged". Public welfare and free are linked. For rural areas, tuition and miscellaneous fees will be completely waived from this year to next year, but for cities, it still needs a process.

Unity is always an idea. This unification includes formulating the unified standards of textbook setting, teaching standards, funding standards, construction standards and students' public funds in the compulsory education stage. In the new law, the content and form of education should be used to embody this unified guarantee. And through this unified guarantee, through the consistency of content to promote the balanced development of compulsory education, reflecting fairness.

Coercion is also called coercion. It is the obligation of schools, parents and society to let school-age children and adolescents receive compulsory education. Whoever violates this obligation will be regulated by law. If parents don't send their students to school, they should bear the responsibility; Schools do not accept school-age children and adolescents to go to school, and schools should bear the responsibility; Schools do not provide corresponding conditions, but also are subject to legal norms.

The new compulsory education law has seven highlights.

First, the new law further clarifies the public welfare, unity and obligation of compulsory education in China. These are the three basic attributes of compulsory education.

Second, the state adopts a new funding guarantee mechanism for compulsory education, which is first reflected in the investment in compulsory education.

Third, the new law clarifies the management mechanism of compulsory education.

Fourth, in order to promote the balanced development of compulsory education.

Fifth, further promote the implementation of quality education and clarify the quality requirements of compulsory education.

Sixth, the new law has made new and clear provisions on the status and treatment of teachers in compulsory education.

Seventh, the new law has made special provisions on the problems of difficult and expensive schooling.
