Article 1 In order to further strengthen the service and management of compulsory education for the children of migrant workers in our region and build a harmonious society, according to the Compulsory Education Law of People's Republic of China (PRC) and the Regulations of Guangdong Provincial People's Government on the Management of Floating Population Services, the Notice of the General Office of Guangdong Provincial People's Government on Forwarding the Opinions of the General Office of the State Council and the Ministry of Education on Further Improving the Compulsory Education for the Children of Migrant Workers (Guangdong Government Office [2004] No.69) and the Notice on Printing and Distributing the Opinions on Further Improving the Compulsory Education for the Children of Excellent Migrant Workers (No.69)
Article 2 The term "migrant workers" as mentioned in these Measures refers to migrant workers (parents or other legal guardians of school-age children) whose household registration is outside Guangzhou (including 1 1 area under the jurisdiction of Guangzhou) and now live in this area. These Measures are applicable to school-age children with accompanying children who have reached the age of 6 and are under the age of 7 (until August 3 1 day) and are required to enter the first grade of primary school in the reading area, or those who have Nansha school status and are required to be promoted to the first grade of junior high school in the reading area.
Article 3 Department functions:
The District Education Bureau is responsible for the overall arrangement, assisting towns and schools to adjust the educational layout according to the actual needs of the children of migrant workers in this area, and tap the potential of running public primary and secondary schools; Increase support for private schools that mainly receive children of migrant workers, examine and approve according to law, standardize school management, and meet the needs of migrant workers' children to receive compulsory education in the region to the greatest extent.
District Development and Reform Bureau (Price Bureau) is responsible for the compulsory education of migrant children into the economic and social development plan and annual plan; Incorporate relevant school construction into the fixed assets investment plan and annual plan; According to the relevant provisions of the state, provinces and cities, review the standards of education fees implemented by schools in this area, and promptly investigate and deal with illegal and arbitrary charges by schools.
District Human Resources and Social Security Bureau is responsible for guiding the town (street) social security agencies to review the years of migrant workers' participation in social insurance in Guangdong social security system and Guangzhou social security system and the years of employment in Nansha District, and issue relevant certificates.
District floating population and rental housing management office (hereinafter referred to as the district flow management office) is responsible for collecting and registering the living conditions of the children of migrant workers in this area, and assisting in providing statistical data and information of the children of migrant workers in this area; Responsible for coordinating the towns (streets) floating population and rental housing management service center (hereinafter referred to as the district flow management center) to review the relevant information and materials of migrant workers' residence years in this district.
District Family Planning Bureau (Health Bureau) is responsible for guiding the town (street) population and family planning office to review the family planning situation of migrant workers and issue relevant certification materials; Cooperate with the education department to do a good job in the inspection of vaccination certificates for school-age children within their jurisdiction.
District Land and Housing Management Branch is responsible for reviewing the purchase of real estate by migrant workers in our district and issuing relevant certification materials.
The district public security bureau is responsible for reviewing the household registration and other relevant information of migrant workers; Assist the education department to check and rectify illegal school running, and maintain school safety and order.
The District Finance Bureau is responsible for providing funds for the children of migrant workers who meet the relevant provisions of these Measures to receive compulsory education.
Article 4 Children of migrant workers who meet the relevant provisions of Guangzhou's enrollment policy and one of the following two conditions can enjoy the same treatment as local registered students when they enter public primary and secondary schools in our district.
(1) If the children of non-local household registration personnel living in Guangzhou meet the policy care conditions for the students who borrowed in the compulsory education stage (for specific requirements, please refer to the opinions on the entrance examination for primary and secondary schools in Guangzhou in that year), after verifying the application materials by the Education Bureau or the local education guidance center, they will be arranged to attend public schools according to the principle of "admission nearby without examination".
(2) Children of high-end talents who meet the management measures for high-end talents in Nansha shall be arranged by the District Education Bureau to attend public schools in the reading area.
(three) do not meet the above two conditions, through the calculation of points, for their school-age children to apply for admission to our district is beginning to receive compulsory education in public schools.
Article 5 Work flow of integral admission
(1) The District Education Bureau has completed the statistics on the degree capacity of public schools in the compulsory education stage within its jurisdiction, and announced the number of degrees that can be provided for the children of migrant workers to the public through Nansha Education Information Network () on the premise of ensuring the completion of the enrollment task of students in the local household registration area and those who meet the policy care conditions (items (1) and (2) of Article 4).
(2) Migrant workers who meet the requirements for applying for public schools for their children shall download from the website of the District Education Bureau or hold the household registration book for school-age children to the District Education Bureau and the school to receive the Application Form for Admission of Migrant Workers' Children in Nansha District of Guangzhou and other relevant forms, and prepare relevant materials as required.
(three) the applicant in the Nansha District migrant workers points admission management system "(hereinafter referred to as the" system ") for online registration and fill in the relevant information of the applicant and their children. Based on the town (street) where the applicant lives or works, the applicant applies for two voluntary schools in the town (street).
(4) After the applicant confirms that the information is correct, he/she will bring relevant certification materials to the town (street) school where he/she lives or works for on-site qualification confirmation. After the qualification is confirmed, the information of applicants (except voluntary information) shall not be modified.
(five) the functional departments according to the functions of the unit, in the "system" for applicants who have passed the on-site qualification confirmation, and give the corresponding audit results and scores. Applicants can query the audit results in the system in real time. If you have any questions or objections to the audit results and scores, you can hold relevant materials to the corresponding functional departments for consultation and re-examination within the specified time, and the system will automatically recalculate the scores according to the re-examination results.
(six) all functional departments to complete the audit of all applicants' points, and the applicant shall not modify the volunteer data. The "system" will automatically generate the applicant's total points, and automatically generate a unique six-digit random code for each applicant (the applicant's children) when the applicant registers. The total score of the applicant is the total score of the applicant. The system sorts the total score from high to low. If the total score is the same, the ranking of the applicant in the total score area shall be determined according to the family planning, household registration, social security, employment and random code size of the applicant from high to low. The applicant's total score and random code results are displayed in the "system" for the applicant to inquire.
(7) The system files according to the applicants' wishes and school degrees. When filing, according to the order of applicants' volunteering, from high score to low score, according to the number of school degrees, the first choice will be made, and if the school enrollment plan is not full, the second choice will be made.
(eight) after the District Education Bureau files, the points admission line of each school will be publicized to the public for one week. Applicants can check the admission results by themselves through the "system". If you have any objection to the results, you can raise an objection in writing to Nansha District Education Bureau within 10 days from the date of publication of the results. The District Education Bureau shall conduct an audit within 10 days from the date of receiving the objection, and give a written reply to the applicant.
(9) After confirmation by publicity, the children of migrant workers who apply for admission to public schools through points shall go through the admission procedures at the corresponding schools according to the notification requirements in the System. Those who fail to apply or obey the arrangement within the time limit will be given up automatically, and the points obtained by the relevant applicants in this year's application for points will automatically become invalid. Applicants who have obtained a degree from a public school through the distribution of points will not arrange a public degree in this year if they give up their degree.

Sixth children of migrant workers who have not obtained a degree from a public school or applied for a degree through points can choose to attend a public school with a spare degree or a private school approved to run. Private schools charge students fees according to the charging standards approved by the price department.
Seventh migrant children who have obtained the admission qualification of public schools through points application shall enjoy the same treatment as local registered students during their school days. Receiving schools should establish student status files for the children of migrant workers who have entered school, and report them to the examination and approval authorities for the record according to regulations to ensure that they enjoy the same treatment as local registered students in academic recognition, joining the team, joining the league, appraising students, selecting student cadres, and participating in various activities. At the same time, it is necessary to strengthen contact with students' families, pay attention to students' physical and mental health, and help students integrate into social life as soon as possible.
Eighth District Education Bureau and discipline inspection and supervision departments should severely investigate and deal with violations of discipline in the enrollment of children of migrant workers.
Article 9 When the children of migrant workers apply for admission to public schools, they must ensure that the relevant certification materials, certificates and certificates provided by them are true and effective. Once the fraud is verified, the application qualification and the public degree applied for will be cancelled immediately.
Article 10 These Measures shall be tried out as of the date of promulgation. After the trial, other policies on migrant workers' children attending public primary and secondary schools in Nansha District were abolished. During the implementation period, if the Guangzhou Municipal People's Government or the education administrative department issues a new compulsory education policy for the children of migrant workers, it will be adjusted according to the new policy.
