According to Article 17 of the Regulations on the Management of Special Operators in Construction, special operators in construction should operate in strict accordance with safety technical standards, norms and operating procedures, correctly wear and use safety protection articles, and maintain working tools and equipment according to regulations. Construction special operations personnel shall participate in the annual safety education and training or continuing education, which shall not be less than 24 hours a year.

Article 24 of the "Regulations on the Administration of Construction Special Operations Personnel" shall be deemed as unqualified in case of any of the following circumstances within the validity period of the qualification certificate:
(a) more than the age requirements of the relevant types of work;
(two) the physical health is no longer suitable for the corresponding special operations;
(three) responsible for production safety accidents;
(four) the illegal business record has reached 3 times (including 3 times) within 2 years;
(five) failing to participate in the annual safety education and training or continuing education according to the regulations;
(6) Other circumstances stipulated by the issuing authority.
