After 1930, with the support of Long Yun, Yang Wenqing became the general office of Yunnan Highway Administration Bureau, entrusted by Long Yun, and was responsible for assisting him to build the Yunnan-Myanmar Highway, so as to open up an anti-Japanese international channel. After Yang Wenqing was ordered, he devoted himself to the road construction project, rarely went home, and ran by the road all the year round, mobilizing all counties to organize migrant workers to repair it. Together with engineers and technicians, he solved many difficulties in building roads and bridges. In order to solve the problem of steel and capital needed for bridge construction, he personally led technicians to Myanmar, running between Yangon and Lashio, and mobilized famous overseas Chinese in western Yunnan, such as Mr. Liang Jinshan and overseas Chinese businessmen such as Hongshengxiang and Yongmaohe, to raise funds for bridge construction. Yang Wenqing contributed greatly to the completion and opening of the Yunnan-Myanmar Highway in a short time.
1939 Yunnan provincial highway administration bureau was established, and Yang Wenqing was promoted to director. Under his leadership, Yunnan began to build trunk highways in the province on a large scale, which made Yunnan, which has been blocked by traffic, initially form a relatively perfect highway traffic line.
