Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Military Service Law of People's Republic of China (PRC), the Regulations of the State on Conscription and other relevant laws and regulations, combined with the actual situation of this province. Article 2 The term "conscription" as mentioned in these Measures refers to publicity and education, military service registration, determination of conscription targets, physical examination, political review, examination and approval of recruits, handover and transportation of recruits, reception of retired soldiers and reserve of soldiers. Article 3 It is the sacred duty of every citizen to defend the motherland and resist aggression. It is the duty of every citizen to perform military service in accordance with the law. Article 4 It is the common responsibility of the whole society to do a good job in conscription. All departments and units should actively carry out publicity and education on conscription, and enhance citizens' concept of performing military service obligations according to law. Article 5 People's governments at all levels and military service organs shall earnestly strengthen their leadership over conscription work and ensure the quality of soldiers. Article 6 The people's armed forces departments of provincial military regions, military sub-regions and counties (cities, districts) shall concurrently serve as military service organs of the people's governments at the same level. People's governments at or above the county level shall set up conscription offices, which shall be composed of personnel from military service organs and relevant departments such as public security and health.

The conscription office is responsible for the conscription work within its administrative area and the daily work of completing military service procedures during non-conscription. Twenty-first grass-roots units shall publish the list of citizens who have been approved to join the army and accept the supervision of the masses. Twenty-second citizens who have been approved to enlist in the army shall go through the enlistment procedures at the county (city, district) conscription office and issue a notice of enlistment.

Citizens eligible for enlistment who are approved to join the army shall report to the designated place by themselves within the prescribed time limit.
