Bayi College of China Central Radio and TV University was established on August 1 2000 according to the spirit of the former General Staff Department of China People's Liberation Army and the Ministry of Education. Its main task is to carry out distance education for military petty officers by using national high-quality educational resources and modern information technology. On August 3, 2065438, KLOC-0, the college was renamed as Bayi College of National Open University.

Since its establishment, the College has always adhered to the purpose of "serving the army construction wholeheartedly and serving the officers to become talents wholeheartedly", and has sent opportunities for the first-line officers to continue education and care at all levels in the military and local areas by going up the mountain, getting off the island, crossing the border and entering the grassroots. At present, the college has established 1580 teaching stations (points) in the whole army, of which more than 300 teaching stations (points) are located in troops in border and coastal defense and remote and difficult areas, basically forming a distance education system for non-commissioned officers centered on the college and radiating the whole army. In 2009, four teaching points of the college were awarded the title of "Excellent Demonstration Teaching Points of National TV University" by Central Radio and TV University.
