The Teachers' Law of People's Republic of China (PRC) clearly stipulates that "the education administrative departments, school authorities and schools of people's governments at all levels shall formulate teacher training plans and conduct various forms of ideological, political and professional training for teachers". At the same time, it is stipulated that teachers have the right to "participate in advanced studies or other forms of training". 1995 12 12 the State Council promulgated the regulations on teacher qualifications, which stipulates that "according to the actual situation and needs, the education administrative department or the entrusted institutions of higher learning may require the applicant to take courses such as pedagogy and psychology". No matter from the implementation of the Teacher Law, the implementation of the teacher qualification system, or according to the requirements of teacher education and teaching, teacher training is very important. Therefore, on April 8th, 1996, the former State Education Commission officially promulgated and implemented the Working Rules for Teacher Training in Colleges and Universities, and then issued the Provisional Rules for Pre-service Training of Teachers in Colleges and Universities. The document stipulates that pre-job training is a new pre-job training for college teachers, and it is an important measure for the state to strengthen the construction of college teachers and ensure the improvement of teachers' overall quality.

Teaching and educating people is the sacred duty of teachers. "Teachers are teachers, so they preach, teach and solve doubts." Han Yu's famous saying shows that since ancient times, people have realized that teachers are both "teachers" and "teachers". Teachers should teach behavior, morality and how to behave. College teachers shoulder the important mission of training qualified professionals for socialist modernization. They should be both academic experts and experts in training talents. This requires college teachers to have the necessary theoretical knowledge of educational laws and regulations, educational science and psychological science, and to establish the concept of teaching according to law and scientific educational concept.
